From the executive vice president

纵观世界,学术研究机构在推进全球和各国企业社会责任发展中扮演了重

要角色,发挥了重要作用。回看中国,中心作为最高学术机构主办的企业社会责任

理论研究平台,积极履行研究者、推进者和观察者的责任,取得了不小的成绩,推

动了中国企业社会责任的发展。

2010年,中心研究工作成绩斐然。完成了国资委软课题《企业社会责任推进机

制研究》,提出了以六维框架,十八项工具为核心的“企业社会责任管理体系”。完成

了《中国企业社会责任报告编写指南2.0》(CASS-CSR 2.0)的修订工作。此次修订,

中心邀请了国际机构、行业协会、代表性企业和诸多专家加入专家委员会,以提升

《指南》的国际性和专业性水平,推动中国企业社会责任信息披露工作更上台阶。

2010年,中心推进工作势头良好。4月份以来,中心先后与三家社会责任先

进企业建立“中国社会责任研究基地”,形成了较好的典型示范作用。9月,中心主

持的中国社科院研究生院MBA《企业社会责任》必修课正式启动,这是中国第一

个将《企业社会责任》列入必修课程的MBA项目。我们组织国内外顶级专家和优

秀企业社会责任实践者,为学生传播社会责任理念、知识和实践经验,引导学生自

主开发了《企业社会责任课程宣言》。我们还将整理出版《分享责任》企业社会责任

课程讲义集,与更多读者分享我们的感受、实践和经验,推动中国商学院的社会责

任教育进程。

2010年,中心观察工作持续深化。11月份,中心成功发布2010年《企业社

会责任蓝皮书》,作为第二本蓝皮书,中心继续坚持“背对背”的技术路线,扩大了

评价对象,优化了指标体系,融合了ISO26000的最新要求,并构建了中国企业社

会责任发展指数网,提升了评价的信息技术水平。

在搞好业务的同时,中心注重自身建设。优化组织结构,设立了研究部、推进

部、评价部以及办公室,每月举行“责任读书会”,将研究学习、推进工作和员工发

展更好地统一起来。

作为中心常务副理事长,能够参与这些工作,为推动中国企业社会责任进程

做点事,我感到十分荣幸;看到中心取得的诸多成绩,我感到非常欣慰。在此以

“CSR同仁宣言”与中心所有同志共勉:我们传播一种高尚的理念,我们倡导一种

新的工作方式,我们需要超越一般工作的激情。

Responsibility Report 2010

Worldwide, academic research institutions play an important role in promoting national and global CSR

movement. In China, CSR Research Center, as a CSR theoretical organization hosted by China’s top-class academic

institution, has been actively fulfilling its duties as a researcher, promoter and observer of CSR movement in China, with remarkable achievements.

In 2010, the Center has made outstanding achievements by completing a SASAC research project “CSR promotion mechanism research”, proposing a CSR management system centered on a six-dimensional framework and 18 tools and revising the

Chinese CSR Reporting Guide 2.0 (CASS-CSR2.0). This revision was performed by an expert panel comprising experts from

international organizations, industry associations and major companies as well as scholars in order to make the guidebook

more international and bring the CASE information disclosure practices in China to the next level.

In 2010, the Center took many measures to promote the CSR movement. Since April, the Center has helped three socially responsible companies build Chinese CSR research bases, which set a good example for Chinese

corporate sector. In September, the required MBA course on CSR hosted by the Graduate School of Chinese Academy of Social Sciences was opened, which is the first of its kind in China. We invited the top-class experts and outstanding CSR practitioners worldwide to spread the CSR concept, knowledge and practical experience to MBA students and guide them through development of CSR course mission statement. We will compile and publish a collection of CSR courseware titled Shared Responsibility to share with more readers our feelings, practices and experiences and to promote the CSR

education process in Chinese business schools.

In 2010, the Center worked harder as an observer of CSR. In November, the Center successfully published the 2010 CSR Blue Book, which, like the first issue, continued to employ the back-to-back technical approach, reached out to cover more compa-

nies and incorporate refined indicator system an latest requirements of ISO26000. Chinese CSR development index website

was built as a result, thereby improving the information technology level of the CSR performance rating.

While doing its job efficiently and effectively, the Center endeavored to improve itself by setting up a research dept,

promotion dept, evaluation dept and office and holding monthly CSR reading parties in order to benefit employees both personally and professionally through research, study and promotion activities.

As the executive vice president of the Center’s executive council, I feel privileged to be part of these efforts and do

something for Chinese CSR process. I am very gratified by the tremendous achievements made by the Center. Here, I’d

like to share the CSR mission statement with all staff members of the Center: we spread a noble concept, we advocate a new approach to working and we need greater-than-average passion.

中国社会科学院经济学部企业社会责任研究中心成立于2008年2月,是中国企业社会责任领域唯一的国

家级研究机构和最高理论研究平台。全国人大常委、中国社会科学院原副院长陈佳贵研究员任中心理事长,国务

院国资委研究局局长彭华岗教授任中心常务副理事长,中国社科院经济研究所钟宏武副研究员担任主任。中国

社会科学院、国务院国有资产监督管理委员会、人力资源和社会保障部、中国企业联合会、人民大学等数十位专

家学者担任中心理事。中心以推动中国特色的社会责任理论与实践为使命,加强企业社会责任的理论研究,提高

企业社会责任的理论和应用水平,促进我国企业社会责任活动的开展,努力推动我国企业社会责任理论和实践

的发展和国际间的交流。

About the Center

Founded in February 2008, the Center is China’s only state-level research institution and the top-level theoretical research platform in the field of CSR. Chen Jiagui, member of NPC Standing Committee and former vice president

of Chinese Academy of Social Sciences (CASS), serves as the president of the Center’s executive council, director general of research bureau of State Assets Supervision and Administration Commission (“SASAC”) professor Peng Huagang serves as the executive vice president of the Center’s executive council, and associate researcher of CASS Economics Division Zhong Hongwu works as the director of the Center. Dozens of experts and scholars from CASS, SASAC, MHRSS, CEC and Renmin University of China serve as executive council members and researchers for the Center. The Center has been on a mission to promote CSR theories and practices with Chinese characteristics, advance CSR theoretical research, enhance the level of CSR theories and their application, facilitate CSR movement

in China and endeavor to drive development of Chinese CSR theory and practices as well as international exchange on CSR.

First executive council meeting

January 31, 2010, the first executive council meeting of the Center took place grandly at Beijing Zhonghuan Holiday Hotel. Participants included president Chen Jiagui, vice president Peng Huagang, vice president Huang Qunhui, vice president Han Zhaohua, vice president Zhang Junfeng, vice president Li Kejie, vice president Zhang Jianzhong, vpresident Liu Gang, director Zhong Hongwu, executive deputy director Li Weiyang, deputy director Xu Jing, deputy director Xu Peng, executive council members Gong Heqiang, Li Wen and Tzhang Tangbin. Also present at the meeting were head of research section #1 of Research Bureau of SASAC Hou Jie and director of Shanghai Power Corporation’s communication department Shen Lei.

中央企业社会责任推进机制

“中央企业社会责任推进机制”课题自2009年4月启动以来,课题组先后对中国华能集团、国家电网公司、中国中钢集团、中国远洋运输集团公司、宝钢集团公司、中国移动通讯集团、中国南方电网公司等中央企业进行了深入的调研访谈,了解每个企业的社会责任概念体系、推进部署、组织架构、制度设计、培训宣导、对外沟通、工作规划,以及当前的困难、障碍及相应对策。在文献研究和企业调研的基础上,课题组提出了企业社会责任管理体系的一般范式:明确责任战略,建立责任治理,推进责任融合,评估责任绩效,加强责任沟通,开展责任研究,上述六项管理工作构成一个周而复始的闭环改进过程,推动企业社会责任工作持续改进。2010年12月10日,课题通过评审。对《企业社会责任推进机制研究》课题给予高度评价并提出宝贵建议,最后评定《企业社会责任推进机制研究》课题为优秀。

In 2010, the Center conducted a series of research initiatives and provided the government departments and corporate sector with frame of reference and policy suggestions on how to become more socially responsible.

ISO26000-related research

November 2010, ISO26000, a CSR standard developed by ISO over the past nine years, was officially launched, which will produce profound impact on the global CSR movement. Since January 2010, executive vice president Huang Qunhui and deputy director Yu Jing organized a systematic study of organizational governance and

environment, two of the seven core subjects of ISO26000, upon the request of China National Institute of Standard-ization. In December 2010, the results of the research efforts were accepted by the jury.

CSR promotion mechanism for

central-government-controlled enterprises

Since its commencement in April 2009, the task force on CSR promotion mechanism for central-government-controlled enterprises conducted in-depth surveys and interviews at many major SOEs including China Huaneng Group Ltd, State Power Grid Corporation, Sinosteel, COSCO, Baosteel, China Mobile and China Southern Power

Grid Corporation to acquire information about CSR theories, implementation arrangements, organizational structure, institutional design, communication with the outside parties, planning as well as the challenges and solutions. Based on extensive literature review and field survey, the task force brought forward a general

paradigm for CSR management system: define CSR strategy, establish a CSR governance structure, promote CSR integration, evaluate CSR performance, strengthen CSR communication and conduct CSR research. These six elements constitute a closed-loop improvement process that acts to drive continuous improvement of CSR activities. December 10, 2010, the research project’s deliverables were accepted by the jury as outstanding,

which provided valuable suggestions on continuous improvement.

009年12月中心发布了《中国企业社会责任报告编写指南(CASS-CSR1.0)》(以下简称《指南1.0》),为中国企业编写社会责任报告提供本土化的借鉴和参考。2010年4月,中心在中国社会科学院学术报告

厅举行《中国企业社会责任报告编制指南》应用研讨会,国内企业社会责任专家学者、行业协会代表以及中

国石油化工集团、中国南方电网公司、中国华能集团公司、中国华电集团公司、中国民生银行等企业代表在

研讨会上介绍了应用《指南1.0》的经验以及对《指南1.0》的改进建议。

In December 2009, the Center published Chinese CSR Reporting Guide (CASS-CSR1.0) (“Guide 1.0”) to provide

a Chinese point of reference for Chinese companies to prepare CSR reports. April 2010, the Center held a forum

on application of the Guide 1.0 at the auditorium of CASS campus, where Chinese CSR experts, representatives

from industry associations and major companies including Sinopec, China Southern Power Grid Corporation,

China Huaneng Group, China Huadian Group Ltd and China Minsheng Banking Corporation shared their

experience with application of the Guide 1.0 and suggested improvements to the guidebook.

To make the guidebook an international, industry-specific tool, the Center started revising the guidebook in

September 2010 to expand its coverage, improve the indictors and update the case studies. An expert panel

for Chinese CSR Reporting Guide was set up to incorporate as many expert opinions as possible into the

revision, which is chaired by Chen Jiagui as the honorary chairman and by Peng Huagang. The expert

panel comprises a large number of CSR experts and industry experts from the government, corporate sector

近年来,我国企业社会责任进入快速发展阶段,呈现出全社会参与、全面加速和中心扩散等特征。为了总结国际经验和国内实践,辨析政府与企业社会责任的关系,研究政府推进企业社会责任政策工具的有效性,在此基础上提出中央政府和地方政府推进的政策建议,以期推动中国企业社会责任更快更好地发展。受工信部委托,中心开展了“政府与企业社会责任”研究。本研究将政府在推进企业社会责任建设工作中的角色界定为规制者、推进者、监督者三大类,结合国内外实践,具体介绍了政府在三种角色下可采纳的政策和工具。

Government and CSR

In recent years, Chinese CSR movement has been rapidly developing in a participatory, acceler-ated and radiating manner. To summarize the international successful experience and domestic practices, identify the relations between the government and CSR and understand the effectiveness of government policy encouraging CSR movement, policy suggestions were provided to the national and local governments on how to further drive CSR movement for the purpose of rapid and sound development of CSR practices in the country. Upon the request of the Ministry of Industry and Information Technology, the center conducted a research into the relations between the government and CSR. This study defined the role of government in facilitating CSR movement as the regulator, promoter and supervisor, with detailed description of the adoptable policies and

tools for the government in the capacity of these three roles.
