安徽省以芜湖为中心的现代物流园区规划 一、安徽省以芜湖为中心的现代物流发展战略 1.1安徽省及芜湖市现代物流基础条件分析 （1）安徽省及芜湖市的现代物流运输条件分析 近年来，安徽的交通运输业取得了巨大的发展，己构成铁路、水运、公路、空运现代化的立体交通网络。芜湖是安徽的一个重要交通枢纽。芜湖市位于安徽省东南，青弋江、裕溪河与长江汇合处，芜湖长江大桥的建成，更加突出了芜湖在全省最重要的水陆交通枢纽地位。芜湖历史上一直都是安徽东南沿江地区物资集散地，是长江下游重要的港口之一。良好的交通运输条件为以芜湖市为中心的安徽省物流中心的建成提供了较好的物流集散条件，成为物流中心发展必不可少的保障。 （2）芜湖现代物流仓储条件分析 芜湖仓储业的现状是，港口车站的仓库利用率较高，而传统商业企业、流通企业的仓库或出租、或闲置，利用率不高。安徽省及芜湖市的一些仓储企业正在逐渐接受现代物流观念，但大多数仍停留在传统的经营模式中，服务项目单一，以被动的代储代运业务为主，缺少主动为生产企业着想的物流服务业务。 1.2芜湖现代物流环境条件分析 （1）区位优势 芜湖市相对于安徽省其他城市，如合肥、蚌埠、阜阳等，具有以下一些区位优势：芜湖地理上处于安徽省皖江，以沿江的芜湖、安庆、马鞍山、铜陵4个省辖市和巢湖、池洲、宣城3个地区为一线，和距皖江100公里左右的江北省会城市合肥、江南旅游城市黄山为两点，所构成的中间东西一线、侧翼南北两点的“一线两点”开发开放战略的中心地带，客观上形成了对“一线两点”范围内城市的吸引和辐射的中心作用。从生产力布局来说，芜湖是安徽省最重要的商贸中心之一。芜湖经济发展迅速，经济上有望成为仅次于合肥的地级城市。芜湖具有明显的区位交通优势。 （2）技术条件 分析表明，无论是物流设施、还是物流工具，芜湖市的物流技术条件都较差，远远不能适应现代物流发展的要求；大部分拥有物流设施的组织由于规模较小，不能迅速提高自己的物流设施、设备的技术水平，需要通过市场化的整合，将芜湖市的物流设施、设备组合运用，提高芜湖市物流设施设备的水平，才能满足现代物流的需要。 （3）政府态度与政策 芜湖市政府非常重视芜湖市的物流发展工作，将发展现代物流作为芜湖市新的经济增长点，并开始对芜湖现代物流的发展进行规划、积极通过招商引资吸引物流服务提供商来芜湖经商、大力发展现代物流教育、创造条件激发社会物流需求，这一切为芜湖市发展现代物流创造了良好的条件，同时芜湖市政府已经开始研究与现代物流有关的政策问题，力求为芜湖市发展现代物流业提供良好的政策环境。 1.3芜湖现代物流需求的预测分析 影响物流量的因素有很多，大致可分为两种：经济因素和环境因素。经济因素又可分为经济总量因素和经济结构因素。经济总量因素包括：国民经济发展水平，国民经济发展速度、工农业发展规模、交通运输网络的规模等；经济结构因素包括：产业结构、工业结构、能源结构、运输结构等。环境因素包括：自然资源分布、国家的开放、开发政策、人口数量等。由于自然资源状况在一定时期内不会发生大的变化，对物流量影响较大的是经济总量因素和环境因素中的政策因素。 （1）从经济总量因素估算芜湖地区的物流需求 经济发展是物流需求产生的重要前提。物流是经济发展的重要环节和过程，经济活动中的各环节之间、内部的联系在很大程度上以物流为联系基础。经济的发展，要求各地区、各部门不断的扩大和提高自身的经济能力，由此也促进了对物流需求的增长。所以，物流需求量在很大程度上与国民经济发展的水平有关，通常来说，国民经济的发展与物流需求的增长是正比例关系。按物流成本占GDP的一定百分比来估算，2001年到2003年芜湖市的物流费用总量估算约为：37亿元、39亿元和42亿元，当然这只是粗略的估算。
