water (自来水) in the city was said to have a bitter taste. Although it turned out to be a false alarm, the panic was understandable due to serious tap water pollution last year. The cause was an oil leak (漏油).

Lanzhou doesn?t stand alone. Tap water pollution has occurred in Wuhan, Shanghai and other cities in recent years. The major reason is the pollution to water sources by industrial production.

To deal with the problem, the State Council (国务院) issued The Action Plan for Water Pollution Prevention and Control on April 16. It aims to reduce pollutants and improve the quality of drinking water.

Water ecosystems have been badly damaged in many parts of China. According to a survey by the Ministry of Environmental Protection last year, 60 percent of China?s underground water is either “bad” or “very bad”, and 17 out of 31 major lakes are heavily polluted. About 280 million people in the country can?t get safe drinking water.

Therefore, the new plan has listed 10 major polluting industries including papermaking, drug production and agricultural chemicals. Small factories in these industries will be closed by the end of 2016. And wastewater discharge (排污) is now highly regulated (规范) for the rest.

Moreover, local governments need to report water quality regularly to the public. For example, Beijing?s drinking water quality can be tracked on the Beijing Waterworks Group?s website.

By 2020, more than 70 percent of water in the seven major rivers, including the Yangtze and the Yellow River, should be in good condition; dark and stinky (发臭的) water in urban areas should no longer exist either, says the plan.
