1、目的：

本程序提供了为公司从供应商获得供应链安全信息与评价供应链安全状况，有效的识别安全可信的商业合作伙伴的方法。为了获得公司的供应商安全运作情况，确保供应商的安全目标及标准符合公司和C-TPAT 的安全要求。

1、PURPOSE:

4．1采购部经理负责供应商选择和识别。

5．1供应商与合作伙伴选择

5.1 supplier and partner selection

5．1．1公司在选择供应商时必须根据本程序内的验证方法和评估措施来核实供应商的安全状况，凡不符合安全要求的公司必须采取改善措施，符合安全要求方可成为本公司的合格供应商，否则不得采用。

5．1．4通过选择安全和值得信赖的供应商是保证公司商业成功的重要条件，也是保证公司满足C-TPAT 安全要求与其他相关法规的重要途径。鉴于供应链的复杂性，在选择供应商时，不同的情况与标准必须被考虑，包括价格、服务、地点、生产能力（服务能力）、合法程序、专门的意见等等。公司基于以上因素，为了防止恐怖袭击威胁、走私和其他犯罪行为，保证公司货物与集装箱的安全性，必须有严格的选择政策。

The company based on the above factors, in order to prevent the threat of terrorism, smuggling and other crimes, Surety Company cargo and container security, must have strict selection policy.

5．2供应商与合作伙伴识别管理

5．2．1必须获得供应商提供的表明C-TPAT安全状态的书面文件。如果是C-TPAT 成员的供应商，必须提交C-TPAT证书的复印件、SIV号码或其他可接收的书面证明文件等，并完成我们的供应商调查问卷。如果供应商是非C-TPAT计划参与者，必须要全部完成我们的调查问卷。

5.2.1must be provided by the supplier that C-TPAT security status of written documents. If C-TPAT Members of suppliers, must submit a copy of the certificate of C-TPAT, SIV number or other acceptable written documents, and complete our supplier questionnaire. If the supplier is a NON-C-TPAT program participants, must complete our questionnaire.

5．2．2供应商反恐安全承诺书：我们必须告知每一个供应商我们的安全要求，确认符合C-TPAT的安全指导方针。为了满足这个要求，我们将提供一份书面的通告给供应商。书面通告的样本附在本程序的后面，并可以用来解释我们的安全要求和如果供应商能提供相关证明是可以使用的方法。

In order to satisfy this requirement, we will provide a written notice to the supplier. Written notice sample attached at the end of this procedure, and can be used to explain our safety requirements and if the supplier can provide relevant evidence is a method that can be used by.

5．2．3供应商安全调查问卷：只适用于获得供应商有关安全程序状况信息，必须要包含以下方面：

5．2．4本公司的调查问卷包含了有关C-TPAT详细的问题。问卷可以通过电子格式发送给供应商。除非能提供C-TPAT证书、SVI号码或者其他可接收的书面证明，所有目前的或潜在的供应商都将被要求完成本调查问卷。

5.2.4 the questionnaire contains detailed questions about C-TPAT. Through the electronic format questionnaires can be sent to supplier. Unless supplier can provide C-TPAT certificate, SVI number or other acceptable written certificate, all current or potential suppliers will be required to complete the questionnaire.

5．3供应商与合作伙伴的评估

5．3．公司的安全经理将对供应商提供的C-TPAT 证书、相关可接收证明及调查问卷进行评估，如果对文件不符合要求，或文件缺失信息，对调查问卷有任何疑问，意见会被反馈到供应商，并要求写明原因。

5.3. Company's security manager will assess the C-TPAT certificate, relevent acceptable certificates and questionnaire provided by supplier, if the file does not meet the requirements, or the file is missing information, the questionnaire has any question, may be fed back to the supplier, and require stated reason.

5．3．2所有疑问点将被安全委员会讨论和判断，任何供应商涉及到货物生产设施或运输安全性的疑问，需要联系我们的相关人员寻求指导和帮助。
