随着市场经济的快速发展，社会对人才的需求越来越大。影响经济发展的最主要的因素是人力资源管理。同时人力资源管理与我国经济的可持续发展有着十分紧密的联系。在我国发展的新时期人力资源管理对于经济发展的重要性越来越显现出来，相应的工作人员需要明确二者存在的关系，不断的提升我国人力资源的管理水平，促进我国经济实现可持续发展。
一、人力资源管理的内涵
1.核心概念
资源的具体含义是指人们在生产过程中为了某种利益所投入到生产过程中的要素。资源是经济学中一个比较专业的行业术语。而人力资源就是指投入到经济管理过程中具备劳动能力的劳动者。劳动人员自身具备的知识、体力等等都在人力资源的范围之内，同时也包含劳动人员的道德素质和个人修养。
2.人力资源管理的目标和特点
对于人力资源管理而言，能够将人具有的主观能动性和人的价值最大限度的发挥出来，人力资源管理的最终目标就是培养全面发展的高素质人才。人力资源管理的特点主要包括以下几方面内容：人力资源管理开展的形式多样化，我们要采取多种灵活的方式来调动人力资源的积极性。我们还要建立一整套人力资源管理制度。要对人力资源制定科学的成长机制，要注重对人力资源从招聘、管理和培训以及在工作中根据情况适当的采取激励，从而更好的促进人力资源综合素质的提升以及调动其积极性。为了能够得到人员最佳优化的配置，人力资源管理不仅仅承担着工作计划、具体的工作流程规划，同时还承担着协调多方关系的重要任务。人力资源管理工作侧重点在于挖掘人具有的潜力，在人力资源管理工作中将人比作资源，不断地提升人具有的价值，并且将人具有的价值最大限度的展现，不仅仅对于人员的工作调配有所重视，对于人才的培养也十分的重视，培养人才、发掘人才。
3.人力资源管理的内容和基本职能
人力资源管理的工作内容十分的广泛，可以概括性的将人力资源管理工作的工作内容分为以下两个方面：第一，对人力资源管理进行长期的职业规划，制度一整套人性化的管理制度，比如人员职务的分配，人员定期的系统培训以及人员的激励与奖惩制度等。第二，能够通过企业本身的人力资源管理的优势来吸引更多的人才，通过科学有效的人员成长机制能够留住人才，通过科学有效的人力资源管理的奖惩制度，充分调动人力资源的积极性，激发他们的潜质最大程度的为企业作出贡献。所以，人力资源管理的基本职能主要分为五种：人才的发掘；对于人才的整合；对于人才的激励挽留；对于人才的培养；人才潜力与价值的开发。人力资源管理具有的五种职能并不是单独存在的，它们之间存在
着十分紧密的联系。
4.人力资源管理的内涵
人力资源管理就是应用有效的、合理的、科学的手段，实现人力资源最佳优化的配置，注重对于人才的应用和培养，人力资源管理涵盖的内容十分的广泛。而人力资源管理的最主要的工作就是重视人是最主要的资源，并且具有高度的可开发性，应用科学化的管理手段，将人与事进行最佳合理的搭配，使得岗位和职务配置最佳适合的人员，人能够在岗位上将自身具有的价值全面的发挥出来。在企业或者其它组织中，人与职务和岗位能够有效的协调，人与人也能够达到良好的合作状态，增加组织具有的凝聚力和向心力，达到组织和构成成员的共同进步。随着组织的不断完善和发展，人力成资源会在发展中不断的获得新的机遇与挑战。人力资源只有在机遇和挑战中不断的提升自己才能更好的促进组织的发展。随着人力资源管理理念和管理方法的不断突破，充分调动了人力资源的在工作中的积极性促进了我国经济长期可持续发展。人力资源管理也受到整体社会的广泛关注，将我国人力具有的优势全面展现，与社会发展需求实现同步，保证我国经济可以走可持续发展道路。
二、人力资源管理与经济可持续发展的关系
可持续发展理念最早体现在环境保护方面，但是随着时间的不断推移，可持续发展理念也在不断的延伸，已经发展成为涉及到各个产业和行业当中，已经成为一个比较完善和成熟的体系。可持续发展的基础内容是生态环境的可持续发展，理念提出的目的是为了促进我国社会可以实现可持续发展，可持续发展理念的核心内容就是经济可持续发展。人力资源管理与经济可持续发展之间的联系是十分密切的，下面就对二者的关系进行详细的
阐述。
1.经济可持续发展的意义
对于实现经济的可持续发展主要有三大基本要素，第一就是使得经济市场的供求关系能够出一个平衡的状态。第二就是应用有限的投入得到巨大的产出，促进经济的发展。第三方面就是对于产业结构不断地进行改良和优化，不断适应市场经济发展的需求。而且高效的人力资源管理是经济可持续发展的重要保障。对于经济可持续发展的内涵进行深入的解析，我国经济市场需要坚决的避免供不应求或是产品供应大于市场需求的不良情况出现，将经济的稳定、持续发展作为最终的目的。同时还需要注重的是对于经济的发展，不能以消耗巨大能源和资源为代价，不能以环境破坏为代价，守护我们赖以生存的家园。目前社会已经全面的步入了经济快速发展的新时期，人口的流动越来越为频繁，科学技术的发展也是日新月异，一些新型的产业也不断的产生，所以对于经济结构要给予更多的重视，要使得经济结构一直处于健康状态中，该内容也是保证我国经济可持续发展的关键和重要基础。
2.经济可持续发展对于人力资源的需求
经济增长的形式需要进行转变，以往我国对于经济增长采用的是粗放式的管理，这对于我国经济走可持续发展道路是十分不利的，我们要不断转变发展模式要逐步由原来的粗放的管理模式转变成精细化管理模式。而对国家经济发展从过去的注重速度也要逐步转化为注重质量和效益。我们只有对经济发展中的各项资源进行科学管理和优化配置，才能更好的促进我国经济的可持续性发展。经济发展的资源主要包括：自然资源、人力资源、社会资源。人力资源是最为重要的，因为其它资源的配置都需要站
在人力资源的基础上。最终可以了解到人力资源管理具有的成效，与经济资源转化为实际效益的效率有着关键性的影响。
3.人力资源取替自然资源促进经济实现可持续发展
自然资源是有限的，在人类不断发展的过程中，自然资源正在大幅度的缩减，长时间作用下自然资源会不断减少而不能满足经济日益增长的需求。我们必须要寻找一种绿色环保可持续发展的资源来代替日益减少的自然资源来促进经济的可持续发展。而人力资源是一种长期可持续发展的资源。国家经济发展主要竞争力都归功于人力资源，人力优劣直接影响着一个国家的竞争力。通过调查分析了解到人力资源的素质的高低决定着一个国家经济发展的水平。我们只有不断的重视人力资源的发展，才能够更好的促进国家经济的可持续发展，促进国家综合国力的提升。并且需要意识到人力资源必定会越来越高程度的取替自然资源，人力资源会逐渐发展成为促进经济增长、保证经济能够实现可持续发展的关键。
