2016考研英语已经落下帷幕，今年英语（一）小作文的题目要求是：假如你是图书管理员，给新入学的外国留学生写一份通知，介绍有关图书馆的事宜，字数100字。值得注意的是，这是考研英语（一）历史上第二次在小作文这个题型当中考察通知，上一次英语（一）考通知是在2010年。
其实，通知和书信的本质是一样的，首先，需要大家注意的是通知的格式。我们早在文都教育写作课堂上讲过，通知的格式包括三部分：标题、征文、签名。标题需要在第一行居中位置写Notice，注意首字母N大写；正文每行缩进四个字母，分两段或三段；签名按题目要求，让我们签谁就签谁，以2016考研英语（一）这个通知为例，结尾签名应为：Li Ming。其次，大家需要列出正文部分的提纲，无论是通知还是书信，面对应用文，我们应该从实际生活出发，思考在真实条件下我们应该写哪些内容，把想到的都列举出来，之后再用英文组织成合法的语句和篇章。
因此，按照应用文开门见山的写作特点和通知信息倒三角分布的特征，我们可以列提纲如下：1. 首段首句表明写作意图；2. 向外国学生介绍图书馆情况，例如：每天开闭关时间；在哪里办理图书卡；借书的须知；图书管的基本设施等等。此外，既然通知的对象是新入学的外国留学生，也可代表校方或图书管向其表达问候；3. 结尾应该体贴的留下联系方式，方便对方进一步咨询。按以上思路，文都教育苗苗老师提供参考范文如下：

拒收房屋通知书 南京**房地产开发有限公司(以下简称贵公司或开发商)： 根据双方签署的《南京市商品房预售合同》，贵公司应于2008年12月31日前向业主交付该商品房.交付房屋时，应达到合同第六条所述的交付条件和附件4,附件6所述的交房标准，并应完全履行合同第七,十二条所述市政基础设施和其它设施的承诺；然而，直至贵公司收房通知书要求的收房日（200*年*月*日）止，仍有诸多标准和承诺未能达到或履行。如： 1.未看到《竣工实测表》，《住宅质量保证书》《住宅使用说明书》等预售合同第六条第2款要求开发商提供的收房证件； 2.小区住宅进户门结构设计上存在重大缺陷，严重影响业主的正常生活和邻里关系，达不到正常使用功能。进户门相邻两户不能同时开门，且外面一户开门影响里面一户的进出，严重影响紧急情况下的逃生通道； 3. 用电未达到使用要求，目前为临时用电（工业用电)，不是一户一表（不满足收房条件）； 4. 没有安装水、电、燃气三表；天燃气没有直接进户，没有气表,不是一户一表（不满足收房条件） 5. 公共道路、绿化未完成，远远没有达到设计要求，垃圾遍地； 草皮是铺在建筑垃圾之上的；许多窨井都张着“大嘴”，盖子都没盖上，有的窨井边还有电线裸露。 6. 没有安防系统，路灯，信箱等配套设施； 7.没有正式围墙和大门； 8.消防设施不完备； 等 商品房设计存在重大缺陷、公共配套设施没有全部竣工，不符合交付的条件。 根据商品房相关法律规定，小区道路、绿化、会所等配套设施、公共设施的完善是有关部门单位验收合格和小区商品房交付的前提和条件，目前小区道路雨天便泥泞不堪，明显还不具备通行使用的基本要求，因此达不到交付标准。另外小区住宅楼房门结构设计上存在重大缺陷，会严重影响业主的正常生活，达不到正常使用功能。严格依照国家关于商品房竣工验收制度的要求，小区商品房设计是不合格的，达不到交付的条件。 《收房通知书》必须在所交付的商品房满足法律规定和合同约定的交付标准后，才具有法律上的约束力，而贵公司的入住通知书因其寄发通知时所交付标的物不符合交付条件而属于无效法律行为。此外，在无合同约定前提下《收房通知书》所设定的“十五日的验房期满视为自动交付”在法律上属于单方面给自己设定权利、给合同对方设定义务的不公平行为也没有法律效力。业主据此拒绝办理收房手续，同时向开发商提出返修整改要求，并向开发商主张其延迟交房的违约责任。 鉴于上述情况业主拒绝收房，要求贵公司在完全具备收房条件和标准的前提下，另行通知收房，并要求你公司按先验房(有问题提供业主签整改通知书并限期整改)整改验收合格后交费签字的流程收房。 由此产生的逾期交房责任由你公司承担。要求开发商5日内就以上问题做出书面答复。同时,延期赔付款要求开发商在业主同意收房的当天给予赔付；如果开发商延迟交付违约金要求开发商按照业主已交房款的万分之三/每天交滞纳金。如5个工作日内（含5日）未收到开发商任何形式的答复视同开发商默认接受。 根据根据双方签署的《前期物业服务合同》：第三章第七条，分期开发、分批交付使用、配套不到位的，业
