Summary

Services and facilities in Canadian communities are either run by a local government or organized by the people themselves. Government-run ones include libraries, recreation centers, swimming pools, skating rinks, tennis courts, gymnasiums, programs and lessons, etc. On the other hand, people may help organize clubs and special-interest groups including singing clubs, neighborhood watch programs, and community theaters. Taking part in community activities can help people(a) meet other people, (b) have a stronger community spirit , (c) and make their communities a safer and better place to live.

Canadians have many kinds of services and facilities in their communities. For example, local government may operate libraries or recreation centers, which are funded by taxes and cost little for residents to use. Facilities include swimming pools, skating rinks, tennis courts, and gymnasiums. Programs and lessons are offered to both children and adults.

In addition to government-run programs, people organize clubs and special-interest groups in their community. There may be singing clubs, neighborhood watch programs, and community theater.

Joining such clubs and using local facilities are good ways to meet other people living in the community. This approach is especially important since today’s lifestyles can make it difficult to get to know your neighbors. For instance, because many people spend long hours working far from home, they do not have as many opportunities to talk to their friends and neighbors.

However, Canadian society may see more socialization among neighbors in the future. More people run home-based businesses. When people know their neighbors, they have a stronger community spirit and neighborhoods are safer and better place to live.

Unit 7 What‘s On

Summary

During a panel discussion on television commercials, the participants clearly present their views. Angela, the first speaker, finds TV commercials annoying, because they interrupt the programs and the format is usually silly. Edward, the male speaker, is upset/sad because television commercials are used by many well-known people to make money and ordinary people are often persuaded into buying the products (they advertise). The last participant, Sheila, however, holds a different view. She believes that apart from being interesting and amusing, TV commercials pay for the programs as well.

Presenter: Thank you. So that’s the question, Angela, perhaps you’d like to start…

Angela: Well…er…on the whole I find television commercials extremely annoying. I mean, you’re watching a film on television perhaps, and suddenly you’re interrupted by these stupid commercials with a slly format witch have nothing to do with the film you’re watching, and they completely destroy your concentration. That really irritates me.

Presenter: Edward.

Edward:Well, I must say I agree with Angela. I get particularly upset when I see these hordes of well-known people appearing in commercials, seemingly just to make a lot of monry and pretending to believe in the product they’re adverting. It upsets me. And that’s what depresses me more than anything else, its…the ordinary members of the public actually believing what these commercials tell them. I think it’s very sad.

Presenter: Sheila, do commercials have that sort of effects on you?

Sheila: Well, its’obvious that Edward’s offended because he hasn’t been asked to appear in a commercial. I couldn’t disagree more actually. You see, it’s trye that not all commercials are good but a lot of them are very interesting and very amusing and some of them are evern more interesting than the programs. And of course there is a very important point about commercials whether you like them or not --- is that the thing is, they do pay for the programs. And without the commercials we wouldn’t have the programs at all, so I think that Angela and Edward are both being terribly one-sided and

in fact their attitude really astonished me.

Unit 10 Fighting Against Drugs

Summary

According to the Mexican President, Mexico is facing a very grave threat from drug smuggling. Drugs destroy lives, tear apart families and weaken communities. What’s more, drug trafficking has made corruption reach high levels. Mexico is now the number one source of narcotics entering the U.S. That is why Mexico needs to take the drug fight seriously. As a result, Mexico has launched a total war on drugs, a part of which is a 5000 million dollar anti-drug program.

At his meeting with President Clinton in the city of Medida, on February 15th, Mexican President Ernesto Cidio noted that fighting drug smuggling is a Mexican priority ……(Spanish) President Cidio said, “Our country is like the majority of nations of this continent and the world face(s) a very grave threat from narcotics trafficking. Drugs destroy lives, tear apart families and weaken communities. For this reason, for Mexicans, the commitment to fight against drugs is first of all a commitment to ourselves.” With this in mind, Mexico recently announced a 500 million dollar anti-drug program as part of what was described as a total war on drugs. Mexican cartels had now surpassed Columbian drug smuggling organization and that Mexico is now the number one source of narcotics entering the United States. Many Mexican government officials and political analysts concede that corruption has reached high levels, but they note that this is another reason why Mexico needs to take the drug fight seriously.

Unit 11 On the World Arena

Summary

The Millennium Summit comes to an end today at the United Nations. At the meeting, leader from some 150 nations agree to put greater efforts both in peacekeeping operations and in reducing poverty and disease. They’ve also paid special attention to Africa, which, according to South African President, reflected a new mood in the international community.

At the United Nations today, the Millennium Summit draws to a close with promises of more effective UN peacekeeping operations and greater efforts to reduce poverty and disease. The leaders of some 150 nations, the largest working summit ever convened, also held round-table discussions and hundreds of one-on-one meetings over the past three days. Throughout the proceedings, participants have paid special attention on Africa, which has sometimes been neglected by the UN.

The promises made at this summit are contained in a millennium declaration, largely drafted before the meeting began. The declaration will be adopted as one of the last orders of business. UN Secretary General Kofi Anan does not want those promises to languish. Fred Ekard is Anan’s spokesman.

“Those promises need to be translated into action, of course, and the Secretary General is expected to affirm the UN’s commitment to ensure that…st… the steps outlined in the declaration are realized.”

The wording of the declaration is vague in places and as with all UN promises, there are doubt about whether these will be carried out. But South African President Umbeeki was hopefully today, arguing that this summit was different than earlier congregations, that it reflected a new mood in the international community.

Unit 12 Review

Summary

Isabelle O’Ticia is the only woman who took part in the around-alone race together with the other eleven ravers. On her way to Uruguay, the special equipment which helped her, steer the boat failed when a huge wave hit it. Her boat was turned over/upside down. Knowing what had happened to Isabella O’Ticia, the race officials tried to find out the position of each other racers. Then they asked Jowani Sodini who was

closest to Isabella to rescue her. Without any hesitation, Jowani began to sail towards her boat as fast as possible. With the help of an international team of experts, Jowani got there and saw the bottom of Isabella’s boat. He managed to wake her up by throwing a heavy hammer at the boat bottom. Isabella tried to get into a small emergency rubber boat and Jowani successfully got her safely into his own boat Fila. Isabella O’Ticia was eventually safe.

Isabella O’Ticia is the only woman among the eleven racers sailing from their boats around the world in a competition called “the around-alone race”. Each of the boats carries only one person who is sailing around the world. The around-alone race is held every four years. It is for experts only. Race officials say that boats travel in some of the most difficult sailing areas of the world. Most large passenger ships do not travel in these areas because the wind and waves are often extremely dangerous. Extremely strong winds are normal, yet that is what these sailors want: strong winds that can provide great speed for their special racing boats.

Last year, the around-alone racers successfully made the trip from the United States to their first stop in Cape Town, South Arica. From there they sailed south of Australia and headed for Uruguay. Isabella O’Ticia was leading in the race. Her troubles began about 3000 kilometers west of Cape Horn, South America.

The around-alone racers use special equipment designed to help steer their sailboats. This equipment makes it possible for them to sleep and do other work while the boat sails in the correct direction. This equipment may have failed in Isabella O’Ticia’s boat when a huge wave hit it. The force of the wind and waves pushed her 18-meter sailboat almost 90 degrees over on its side. O’Ticia had time enough to jump into the cabin and slammed the door shut. Moments later, her boat turned all the way over. The situation was extremely serious. Isabella O’Ticia was alone in stormy weather inside her upside down sailboat. She would need help to survive.

O’Ticia very quickly began to use her communications equipment. She called her support crew in France. She told them what had happened. Then almost all of her communication failed. The only equipment that continued to work was a special device used at sea only for emergencies. It is a radio that helps search and rescue crews, find the boat that is in trouble. The device clearly marks the position of the boat and continues to send position information. Moments after Isabella’s communications equipment failed, her crew in France immediately called around-alone race officials what had happened.

Everyone involved in the around-alone race knew that Isabella was too far from land for a rescue attempt to be made by airplane or ship. The only hope of rescuing her would be one of the other racers who were closest to her position. Most of the people who do this kind of racing are fierce competitors. However, they are also close friends. They listened very carefully when the around-alone race officials radioed them about Isabella O’Ticia accident.

Race officials asked each of the other racers for his position. After all the racers reported, it was evident that Jowani Sodini of Italy was the closest to Isabella O’Ticia. His boat is called Fila. Race officials sent him Isabella O’Ticia’s position and asked him to try to rescue her. His answer came back immediately. His answer was only four words. They were ”I go now. Bye.”

An international team of experts began to help him with information and planning. Jowanni Sodini made his sailboat move as if it were flying. He covered a distance of more than 320 kilometers in less than ten hours. The storm was becoming fiercer, the closer he got to his target.

Isabella O’Ticia’s emergency radio gives her position within 15 meters of where the boat is. But in the early morning dark among huge waves, Sodini could easily miss her boat. He even climbed up the tall mast of his boat to see better. He saw nothing. Against he turned the boat to search a new direction. This time he saw the bottom of Isabella O’Ticia’s boat.

Sodini sailed around her boat and began calling her name. It was difficult to be heard over the sound of the wind. After two trips around her boat, he found a heavy hammer and threw it at the boat bottom. O’ticia was asleep inside her boat. The noise of the hammer woke her up. She moved out into the water through an emergency opening in the back of her boat. The problem now was how to get safely from her boat to the Fila. While huge waves were crashing into both boats, she was able to pull out a small rubber boat. Sodini brought his boat as close as possible and pulled her in. O’ticia was safe. Sodini immediately turned the boat back north to sail quickly away from the growing storm.
