In 1801, Giuseppe Piazzi discovered a new object in the sky. He thought it was an undiscovered comet. After further observation, he realized that it behaved more like a small planet than a comet. Although the chance of an asteroid striking the planet anytime soon is small, scientists continue to study the orbits of asteroids in the sky. But I think that having a dog for a pet is so expensive and annoying that I can do without such a friend.

Have you eased your bare feet into slippers bitten by dogs, seen a living room destroyed by a toy boxer, tried to read a newspaper chewed to wet pieces by an obedient Boston bull? On October 29, 1929, the United States stock market crashed. In the days that followed, banks and businesses closed, the number of the unemployed workers rose to 15million, and many people lost their savings. 上海房地产市场宏观分析报告 第一部分:腾飞的上海楼市 1、楼市需求: 7年前,也就是1997年,房改政策正式出台,我国实现了从福利分房到货币购房的质变,房地产业得到了快速发展,在肯定了房地产“支柱产业”的地位后,得到20% 的市场比例。住房制度经过十几年的改革,已经改变了过去福利分房的旧体制,市场化、商品化购房已成为解决住宅问题的根本途径。因此,上海商品房价格今后继续上扬,只要不是涨幅过大,从总体上看,是利大于弊。因为大多数拥有住房所有权的市民,还是能够从中直接受益。 2、政策面: 自2001年8月1日起,上海实行内外销商品住房并轨,统一土地供应方式,用于商业、旅游、娱乐、金融、服务业、商品房等六类项目的土地使用权出让通过招标、拍卖方式进行。内、外销“双轨制”市场实质上是计划经济体制向市场经济体制转换的一种阶段性的制度。在市场建立初期,对引入外资参与城市建设,保护内资企业等方面起了一定作用。但随着市场发展,这种“双轨制”充分暴露出其不合理性。目前内、外销市场产品上的差别已基本填平,内、外并轨也是水到渠成之事,上海的商品房结束了“内外有别”的历史,有利于建立更加开放的房地产市场,也会对全国房地产行业产生重大影响。 3、供给情况: 由于一系列新政的出台,上海的开发量将会降低,而市民的需求

却在不断地提高,这样会造成一个供求关系的不平衡。不平衡之后也就是说供小了,因为能力小了,生产能力降低了,求还在升高,这样的一个结果可能会造成一个房价的直接提高。针对这种情况,政府在土地使用上实行了宏观调控,确保了市场供需平衡。同时,今后海外到上海买房的人,虽然会有所增加,外来人口的购房比率也仅为15%。,即便是在上海内外销并轨的刺激下,去年9 月份全上海的港澳台同胞也只买了98套房子,10月份东南亚以及欧美等外国人购房仅有231 套。 4、市场反映: 就在3年以前,上海的平均房价还停留在每平方米3000多元的水平,2003年却一跃而成全国第一,这不过是一个价值回归的过程。每平方米3000多元是与上海这座国际性城市的价值是不相匹配的,即便是全国第一的“5118”,也远远不能体现上海现有的价值水平。上海的房价从1999年开始止跌回升,5年来保持快速增长态势;截至2003年底商品房平均成交价为5118元/平方米,同比增长24.2%。5、GDP水平: 上海已经连续5年实现GDP两位数增长,虽然近一年多上海的房价增长过快,但累加这5年的增长还没有超过GDP的增长,因此,上海房地产市场的发展是健康稳健的,上海户均年收入与房价是比较相匹配的。同时房价还要受到消费者支付能力的影响。这几年,上海住宅购买力提高,因素也是多种多样的:住房公积金贷款和银行购房商业贷款放大了市民的购房能力;经济发展,人均可支配收入提高也相

上海市房地产市场发展状况与分析 一、上海市房地产市场发展的阶段特征 (一) 市场的初步开创阶段 党的十一届三中全会以后,上海首先改革了住房由政府统建统配统管的制度,开始进行商品房建设。这主要包括几个方面: 其一是侨汇房的推出,引进商品房生产的新机制; 其二是优惠价商品住宅试点起步,为住宅商品生产探索了路子。这一阶段是以政府行政主管部门组建的房地产开发公司作为房地产开发经营主体开始出现,投资主体开始向多元化发展。上海房地产业突破了长期以来计划经济模式的禁锢,从萎缩开始复苏,但总体上还处于萌芽状态,并且以国有企业为主,运行以计划经济特征为主,没有形成规模。 (二) 以增加供给为导向的推动市场发展阶段 这一阶段,在住房短缺的背景下,房地产市场以增加供给为导向,以增加开发投资为主要手段。 1984年十二届三中全会后,改革的重点由农村转到城市,中央逐步明确了市场化导向的改革思路,采取了几个重要措施,其一是土地使用制度改革起步,开征三资企业土地使用费和进行土地批租试

点,至1991年底,全市已初步形成了外销的土地一级市场;其二是住房制度改革方案出台,1991年《上海市住房制度改革实施方案》正式出台。 1992年初,邓小平视察南方重要谈话发表和社会主义市场经济体制改革目标确立后,上海放开房地产市场。中外房地产商纷至沓来,各行各业竞相涉足房地产业,出现了前所未有的房地产投资热。 这一阶段的特点是:房地产开发企业数量猛增,开发投资规模迅速扩大,形成了以开发投资为主要手段的房地产市场,供给明显增加。呈现出投资主体多元化、房屋产权多元化的格局,房地产市场交易活跃。房地产业的增加值快速递增,上海房地产业已经形成覆盖生产、流通、消费领域的门类齐全的产业体系。但是,超常增长也出现了一定的盲目性,商品房供给超过了市场有效需求,空置量迅速上升,带来了隐患。 (三)以激活需求为导向的拉动市场发展阶段 1996年下半年以来,由于前几年房地产投资热中开发的项目陆续竣工上市,上市量集中,吸纳量不足,出现了商品房空置量攀升这一带有阶段性、结构性的发展中的问题。上海提出盘整消化等一系列包括土地、金融、财税等调控市场的措施,主要有:控制土地供应总量,调整房地产投资结构,对土地供应实行总量控制、用途管制,形成了外资用地以工业为主、内资用地以住宅为主的投资结构。放开搞活房地产二、三级市场,1996年出台了《关于搞活本市房地产二、三级市场的若干规定》,1996年出台了蓝印户口政策。
