两税法实际上是在国家承认地主土地兼并的前提下,依据土地资产向地主征税,性质上属于地主利益的再分配,是生产关系的局部调整。

5.北宋王安石变法

募役法是对“庸”的继承和发展,即使地主和官僚也不例外。方田均税法是对两税法税地的继承。这些保证了农民的生产时间,增加了国家的财政收入。

6.明朝张居正的一条鞭法

赋役合并、将田赋、徭役、杂役分摊在田亩上,即役归于地、量地计丁、计亩征收、折银征收。说明了封建国家重视土地的程度已经大大超过了重视人口。而折银征收适应了商品经济发展的需要,有利于农业商品化和资本主义萌芽的产生和发展。
