本规范此次局部修订工作是依据上海市住房和城乡建设管理委员会《关于印
发〈2019年上海市工程建设规范编制计划(第二批)〉的通知》（沪建标定[2019] 558号），由同济大学建筑设计研究院(集团)有限公司、华建集团华东建筑设计研
究总院会同有关单位共同在原标准《公共建筑绿色设计标准》DGJ 08-2143-2018
的基础上修订完成的。
本次局部修订内容主要是结合国家和上海市《绿色建筑评价标准》的最新版，补充完善了新增评价内容的设计要求，主要内容包括：
1.完善了绿色建筑策划内容与要求。
2.补充了安全耐久、室内外环境质量及环保材料的相关要求。
3.完善了建筑结构的绿色设计范围与内容。
4.进一步明确了水专业的系统设计，提出了海绵城市要求和低碳、节能措施
5.明确了空气处理要求并强调了地下车库应设置与排风设备联动的一氧化
碳浓度监测装置。
6.明确了电气设计及电气产品的安全、节能、防火和智能化的要求。
本次局部修订征求意见稿中，正文与条文说明的下划线部分为修订的内容。

1总则
1.0.1为贯彻执行节约资源和保护环境的国家技术经济政策，推进上海市建筑行业的可持续发展，规范公共建筑的绿色设计，制定本标准。
1.0.2本标准适用于新建、改建、扩建公共建筑的绿色设计。
1.0.3绿色设计应统筹考虑公共建筑全寿命期内，满足建筑功能和节能、节地、节水、节材、保护自然环境之间的辩证关系，体现经济效益、社会效益和环境效益的统一。
1.0.4公共建筑的绿色设计除应符合本标准的规定外，尚应符合国家、行业和上海市现行有关标准的规定。
