浅谈军民用机场飞机噪声环境影响评价差异

摘要：军用机场作为一项重要的国防设施，其飞机噪声环境影响评价工作与民用机场存在巨大差异。本文介绍了军用机场噪声环境影响评价基本程序，并从飞机噪声源、机场飞行量、飞行程序、起降状态以及影响范围等5个方面具体分析对比了军民用机场在飞机噪声污染上存在的巨大差异，指出了当前阶段军用机场飞机噪声环境影响评价所面临的严重问题，对今后军用机场飞机噪声环境影响评价工作具有重要的参考意义。

Abstract :As an important national defense installation,the military airfield has a huge difference with civil airports in aircraft noise,which is an important part of the environmental impact assessment.This paper firstly introduces the basic procedures for noise environmental assessment in military airports.Then,the differences in aircraft noise pollution between military and civilian airports are analyzed and compared in terms of aircraft noise sources,airport flight volumes,flight procedures,take-off and landing status,and influencing personnel.Finally,this paper points out some serious problems that faced by the military airport in the aircraft noise impact assessment.There is no doubt that this paper can provide an important reference that is significant to the evaluation of aircraft noise environment impacts in military airfields in the future.

近年来，我国军用机场的规模和数量都显著增大，空军战斗力得到显著提升，但是带来的飞机噪声问题越来越受到人们的关注[1–2]。因此，对新建和改扩建军用机场进行科学合理的噪声环境影响评价变得至关重要。与民用机场不同，军用机场主要服务于军用飞机，以保障军事训练和作战为目的，因此在飞机噪声上与民用机场存在很大差异。但是一直以

来，国内对机场飞机噪声问题的研究主要集中在民用机场，对军用机场噪声的预测和评价也主要参考民用机场，这就给实际工作带来许多问题。基于此，本文详细介绍了当前军用机场噪声环境影响评价的基本程序，总结分析了军民用机场飞机噪声存在的典型差异以及军用机场噪声环境影响评价亟需解决的问题，对今后军用机场相关工作具有重要的参考意义。
