An underworld leader Galatro and three bodyguards were gunned down Thursday by unknown attackers after a short gunbattle.

Galatro and two of the bodyguards died immediately, the police said, while the third body-guard remains in serious condition at

Disposing(处理) of waste has been a problem since humans started producing it. As more and more people choose to live close together in cities, the waste-disposal problem becomes increasingly difficult.

During the eighteenth century, it was usual for several neighboring towns to get together to select a far-away spot as a dump site. 1、面试成绩的评价方法 有了面试测评标准和评分表后,经过培训的面试考官即可进行评分了。基本思路就是通过应考者在面试中的言语和行为表现与体现职位的要求的测评指标相比较,并对二者相一致的程度给出一个数量化的描述。这个思路说起来容易,做起来难。因为科学、准确的评分是与考官的品格、素质和业务能力密切相关的。作为面试考官,除了要了解与岗位相关的具体业务知识和能力外,还应掌握人才测评方面的有关理论和方法,特别是与面试直接相关的面试设计思想、命题原理、提问技巧、倾听技巧和观察技巧,这些都是正确评分的基础。此外,就评分工作本身来说,还有以下几点要把握: (1)面试前,考官们应在一起研究岗位要求,了解应考者总体情况,研究面试题本,对题本中的问题深入理解并形成追问的思路,统一评分标准,有条件时还可以进行评分的模拟练习。 (2)面试的评分是分要素进行的,或者说是以要素评分为主,要点评分为辅。只有极少量的知识性问题才涉及具体的评分要点,但应考者间的差异最终还是体现为其要素得分的差异。 (3)面试评分以综合评分为主,即在应考者回答所有的面试问题后,为其按要素综合打分,切忌一题一打分的做法。 (4)面试进行过程中,考官可以用铅笔对应考者就不同要素进行试评分,在面试结束时,再将最终分数用钢笔打出,产生法定效用。这样既比较慎重,又减轻考官记忆负担,便于操作。 2、面试总成绩的确定 在由多个考官分要素地同时评价同一位应考者后,如何确定应考者的面试总成绩,既是一个测评理论问题,也是一个实际操作问题。理论上讲用几个考官的实际评分尽可能合理地估计应考者的真实水平(即“应得分”,这个“应得分”是无法实际得到的,只能通过应考者的各项“实得分”来估计它);技术上讲是如何利用各个考官分别评分,计算或统计出一个相对更有代表性和更少误差的分数;而从操作上讲,则是如何使最后分数的取得更简便易行、更易使应考者和社会所接受。目前,面试总成绩的确定主要有两种方式:协议法和统计法。 (1)协议法。主要适用于采用分级量表评分时面试总成绩的确定,如5分制、7分制等。面试结束后,考官组成员坐在一起,比较各自的给分并陈述理由,讨论分歧点;讨论之后,考官各自重新打分以反映讨论的结果。因此,这种方法有时也被称作二次评分法。若重新打分后,仍然不一致,则再进行讨论。这个过程可以持续重复,直到达到一致为止。这种方式可以弥补现场评分时间紧迫和个别考官水平不高带来的误差因素,有利于深化对应考者的分析,提高评价的准确性和一致性。在英国等公务员考录制度较成熟的国家,这是被普遍采用的方法。然而,这种方法也有缺点,就是要求考官的整体水平较高,考官组内要有良好的民

国家公务员录取制度,就是关于国家录用公务员的各种规范和准则的总称。目前,世界各国录取公务员的方式主要有考试录用、选举录用、考核录用、选聘录用、直接任命等。其中考试录用是公务员录用的基本形式。实行科学的国家公务员录取制度,是我国进一步深化干部人事制度改革和完善国家公务员制度的突破口。 国家公务员录取制度是国家公务员制度的基础,是公务员管理工作的重要组成部分。同时,国家公务员的录取制度是整个公务员管理制度的首要环节,是从源头上把好公务员素质关、优化公务员队伍结构的重要工作。古语有云:“为政之要,首在择人”。录取什么样的人来担任国家公务员职务,实质上是由什么样的人来掌握各级政权。建立并完善公务员录取制度是整个公务员制度的基础和首要环节。推进国家公务员的录取制度有着极其重大的意义。随着我国公务员考录的超常规发展,考录工作暴露出越来越多的矛盾和问题,如干部队伍笼统庞杂、管理权限过于集中、管理方式陈旧单一、管理制度很不健全、缺乏有效的监督机制等。这些问题的存在,严重影响了干部人事管理工作的科学化、法制化和现代化进程。为了改变这样一种局面,1993年8月14日,《国家公务员暂行条例》出台,标志国家公务员制度的初步形成。这项制度的建立在决策领域扮演着非常重要的角色。那么,这些具体的问题都是什么呢? (一)录取制度的统一性不足 我国没有统一的公务员考试录用制度,中央和国家机关与各省、自治区、直辖市的考试时间不统一,考试成绩也不能互相承认。国家公务员考试一般在每年的11月举行,地方机关单位的公务员考试可自行确定招考时间。例如,天津市公务员考试在3月份举行,河北省公务员考试在9月份举行,两者考试时间不同,而公务员资格又不能互相承认。许多考生在各地不停奔波,这使得公务员考试的招考成本很高,资源耗费巨大。 (二)考核环节流于形式 “凡进必考”,核心在考。从公务员考录制度来理解,应当包含两方面的含义,一方面是考试,另一方面是考核。公务员考试只是一个能力倾向的测查,只能说明一个人在某一领域存在成功的可能性,但对于是否具备职业要求的全部素养以及具体职位的任职能力都是无法进行量化测查的,而这就需要我们对其进行科学有效的考核。但在目前,“凡进必考”中存在重考试轻考核的问题,考核工作有做,但仅仅是满足于说明报考者是否有品行方面和违法违纪方面的问题,这种考核方式和内容无法考察报考者的政治思想、道德品质、能力素质、学习和工作表现、遵纪守法、廉洁自律以及是否需要回避等方面的情况。现有制度下的考核成了一个可有可无的环节,尤其缺少对录用后人员的职业素养的监测和评估。这使得刚刚进入公务员队伍的年轻人犹如进入了一只保险箱,只要迈入这个门槛,便可高枕无忧,而手里捧着的铁饭碗、铁保障无疑又成为对门槛之外人们最具吸引力的东西,如此恶性循环,严重违背公务员招考应考时的最初宗旨。 (三)录取制度的科学性不足 考试内容、考试科目设置不够科学。考试的科学性是考试录用制度的“生命线”,是择优录用、保障考录工作公正的基本前提。但目前这方面还存在着较突出的问题。一是考试手段比较单一,录用考试的主要手段是笔试和面试,对国外普遍采用的情景模拟、心理测验、笔迹辨析等辅助方法缺乏研究和应用,因而无法全方位地对考生进行准确考察。二是考试科目设置不科学。在国家公务员考试科目的设置上没有充分考虑职位分类的需要和教育制度衔接的需要。职位分类对工作的要求没有得到科学体现,从职位的专业构成去寻找学校专业的“对口”资格条件也做得不够,不利于教育制度导向。三是考试内容不科学。公务员考试的基本出发点是“为用而考”,这就决定了考试必须紧紧围绕基本素质和职位要求进行测评。虽然人事部公务员考录司于2000年开始,在招考中央机关公务员时增加了考察考生阅读、分析、写作能力的考试成分,但命题内容与报考职位工作内容相关性较差,重知识、轻能力
