论船舶驾驶员的职业素养 王平利 1912年4月14日“永不沉没”的远洋巨轮“泰坦尼克号”在由爱尔兰开往纽约处女航途中撞上冰山沉没，1513人遇难……1999年11月24日23时45分，一艘名叫“大舜”号的滚装船在极其寒冷的渤海湾沉没，两百多人从这个世界上消失了，上演了上世纪末最大一次海难……2012年1月13日晚，一艘名为“科斯塔-肯考迪娅”（ COSTA CONCORDIA）号的邮轮在意大利季略岛附近触礁，表演了一幕幕凄惨的画面……整整一个世纪发生过太多太多惊心动魄、不可思议的航海事故，在这100多年中从太平洋到大西洋到印度洋，无一不被“海难”这两个字撕心裂肺。而这些海难事故的背后，都与驾驶船舶的船长和高级驾驶员息息相关。 近年来的海损事故分析发现，有不少的年轻驾驶人员因基础知识、业务技能薄弱，实际经历、经验积累短缺，安全、法规意识淡薄，事业心、责任心缺乏，给船舶的航行安全带来一些意想不到的隐患。当今世界，科技日新月异，突飞猛进，高新技术在航海领域得到了广泛的应用，促进了航海应用技术的快速发展。但不断涌现的新技术新方法，必须依靠一支高素质的海员去掌握和操作，这样才能为航海事业发展提供坚实的保障。与此同时，国际海事组织（IMO）在总结了诸多重特大海难事故教训后，也确立了以人为本的理念，把提高人员素质放在突出的位置，并采取一系列强有力的类似培训、考证的法制措施，来培养“高素质海员”队伍和保障船舶航行安全。但目前的实际情况却是，因船舶驾驶人员向着年轻化、市场化和多元化结构的变化，不但驾驶人员队伍的稳定性正在下降，且驾驶人员的综合素质日趋下滑，因此笔者认为在新形势下，有必要来讨论一下船舶驾驶员的职业素养，从根本上切实保障船舶航行安全。 海员是一种特殊的职业：职务与职责分工明确,各司其职,互相配合；各级职务上下等级分明,层次清晰,须要有严格地服从意识；每个人都有各自岗位的技术要求，具有无可替代的特点；须在严格的等级制度下,实现相互尊重,相互尊敬,实现体面的劳动权益；还有服从性强，流动性大，工作单调，生活工作艰苦，工作环境风险性大以及人际关系的复杂性等等。海员职业的这些特点决定了海员需要具有较高的综合素质：不但要熟悉掌握相应的科学文化知识与专业知识，还必须具备强健的体魄、娴熟的专业技能、良好的心理素质、优秀的语言表达能力、团结协作和团队精神、合适的人际交往能力、敏锐的观察力、较强的环境适应能力和应对突发事件的应变能力等等。 船舶是实行按岗位轮值制度，每一位驾驶员都有具体的职责。但真正能够认真履行自己的职责，出色完成任务的却又因人而异，也就是说，船舶驾驶员的职业素养高低层次不一，其工作质量千差万别，正是由于这种差异，所带来的后果也就不同了。船舶驾驶员值班期间要面对各种复杂紧急情况，如何沉着冷静果断处理，这完全取决于驾驶员是否具有良好素养，稍有不慎，将会对船舶财产甚至船员生命造成无法弥补的损失，其决策是否正确，在船上绝对具有举足轻重的地位。 当今航海生涯中，影响驾驶员职业素养的因素有诸多方面。以前那种“为远洋事业奋斗终身”豪言壮语已成为老一辈航海人的专利！金钱、名利、享受无时不在影响我们年轻一代驾驶员。因此，有否受到过良好的教育是基础和前提。船舶驾驶员来自五湖四海，他们有的是自学成材，有的则是毕业于航海家的摇篮。俗话说“腹有诗书气自华”，如果能受过高校良好的教育，掌握一定的航海理论知识，对以后的航海工作无疑是锦上添花。但作为担任船舶航行安全的驾驶员，需要掌握的航海知识很多很杂，不但要“上知天文”，还要“下知地理”。除了要掌握基本的海上安全、消防和求生知识，具体还涉及到航海学、船舶货运、远洋运输业务、海洋气象、船舶通信、航海仪器、水手工艺、航海英语、航运法规等理论与实
