论船舶驾驶员的职业素养 王平利 1912年4月14日“永不沉没”的远洋巨轮“泰坦尼克号”在由爱尔兰开往纽约处女航途中撞上冰山沉没,1513人遇难……1999年11月24日23时45分,一艘名叫“大舜”号的滚装船在极其寒冷的渤海湾沉没,两百多人从这个世界上消失了,上演了上世纪末最大一次海难……2012年1月13日晚,一艘名为“科斯塔-肯考迪娅”( COSTA CONCORDIA)号的邮轮在意大利季略岛附近触礁,表演了一幕幕凄惨的画面……整整一个世纪发生过太多太多惊心动魄、不可思议的航海事故,在这100多年中从太平洋到大西洋到印度洋,无一不被“海难”这两个字撕心裂肺。而这些海难事故的背后,都与驾驶船舶的船长和高级驾驶员息息相关。 近年来的海损事故分析发现,有不少的年轻驾驶人员因基础知识、业务技能薄弱,实际经历、经验积累短缺,安全、法规意识淡薄,事业心、责任心缺乏,给船舶的航行安全带来一些意想不到的隐患。当今世界,科技日新月异,突飞猛进,高新技术在航海领域得到了广泛的应用,促进了航海应用技术的快速发展。但不断涌现的新技术新方法,必须依靠一支高素质的海员去掌握和操作,这样才能为航海事业发展提供坚实的保障。与此同时,国际海事组织(IMO)在总结了诸多重特大海难事故教训后,也确立了以人为本的理念,把提高人员素质放在突出的位置,并采取一系列强有力的类似培训、考证的法制措施,来培养“高素质海员”队伍和保障船舶航行安全。但目前的实际情况却是,因船舶驾驶人员向着年轻化、市场化和多元化结构的变化,不但驾驶人员队伍的稳定性正在下降,且驾驶人员的综合素质日趋下滑,因此笔者认为在新形势下,有必要来讨论一下船舶驾驶员的职业素养,从根本上切实保障船舶航行安全。 海员是一种特殊的职业:职务与职责分工明确,各司其职,互相配合;各级职务上下等级分明,层次清晰,须要有严格地服从意识;每个人都有各自岗位的技术要求,具有无可替代的特点;须在严格的等级制度下,实现相互尊重,相互尊敬,实现体面的劳动权益;还有服从性强,流动性大,工作单调,生活工作艰苦,工作环境风险性大以及人际关系的复杂性等等。海员职业的这些特点决定了海员需要具有较高的综合素质:不但要熟悉掌握相应的科学文化知识与专业知识,还必须具备强健的体魄、娴熟的专业技能、良好的心理素质、优秀的语言表达能力、团结协作和团队精神、合适的人际交往能力、敏锐的观察力、较强的环境适应能力和应对突发事件的应变能力等等。 船舶是实行按岗位轮值制度,每一位驾驶员都有具体的职责。但真正能够认真履行自己的职责,出色完成任务的却又因人而异,也就是说,船舶驾驶员的职业素养高低层次不一,其工作质量千差万别,正是由于这种差异,所带来的后果也就不同了。船舶驾驶员值班期间要面对各种复杂紧急情况,如何沉着冷静果断处理,这完全取决于驾驶员是否具有良好素养,稍有不慎,将会对船舶财产甚至船员生命造成无法弥补的损失,其决策是否正确,在船上绝对具有举足轻重的地位。 当今航海生涯中,影响驾驶员职业素养的因素有诸多方面。以前那种“为远洋事业奋斗终身”豪言壮语已成为老一辈航海人的专利!金钱、名利、享受无时不在影响我们年轻一代驾驶员。因此,有否受到过良好的教育是基础和前提。船舶驾驶员来自五湖四海,他们有的是自学成材,有的则是毕业于航海家的摇篮。俗话说“腹有诗书气自华”,如果能受过高校良好的教育,掌握一定的航海理论知识,对以后的航海工作无疑是锦上添花。但作为担任船舶航行安全的驾驶员,需要掌握的航海知识很多很杂,不但要“上知天文”,还要“下知地理”。除了要掌握基本的海上安全、消防和求生知识,具体还涉及到航海学、船舶货运、远洋运输业务、海洋气象、船舶通信、航海仪器、水手工艺、航海英语、航运法规等理论与实
