As public resources are drying up, it is easy to explain why the budget blueprint sharply decreases funds for supporting the arts and why the money should be used for public health and education. Nevertheless, if money exactly being the issue, it makes business sense for the government to stabilize funds for the arts for everybody's well-being.

Some people argue that public funds should not be used to support private tastes, meaning the arts. As can be expected, reducing government funds for the arts ought to be an inevitable measure to deal with the exploding deficits because of the recent recession. Based on this view, it behooves the government to focus public resources on the country's highest priorities--public health and education, as well as national defense and social security. This opinion seems to claim that the arts are not the government's business. A typical question is asked: "What

role can the arts play in these financially difficult times?" Or rather, "what are the arts for in an age of austerity?"

The answers to these questions may be found in the economic context of a modern country. In fact, a case can be made that it pays to support government funding for the arts, if only for economic benefits. Given that the arts are not as valued as public health and education, the arts industry can help reactivate economy in terms of jobs and growth. If economy is about business and employment, the arts are in the interests of people's general well-being. Accordingly, there needs to be a shift to understanding that artists and arts group are essentially entrepreneurs and small businesses that make contributions to society in the

fields of the visual and performing arts. That is to say, government-funded arts programs have a "ripple effect" on the country's economic landscape.

The economic value of the arts cannot be overemphasized particularly in financially hard times because it provides a strong sense of community. Indeed, it is the big shared experience through concerts and theaters and so on, altogether healing perhaps those wounded souls in an economic slowdown. Advertising is the life of trade as suppliers want to sell things in quantity; however, the success or failure of every advertisement eventually depends on the quality of a product or service. It may be said that a bad investment is going for quantity over quality, without being aware that customers are becoming more careful with their wallets, especially with the sluggish economy right now. While quality sounds hard to define, you know that it is quality rather than quantity that matters.

The greatest thing to be achieved in advertising is believability, and nothing is

more believable than the product itself. So, the most powerful element in advertising is the truth, not half lying. For example, a huge advertising campaign will make a bad product fail faster because it will certainly get more people to know that it is bad. In comparison, good advertising can not only circulate information, but it can also penetrate the public mind with belief along with desires. This means that quality is self-evident and that every advertisement should be thought of as a complex symbol which is the brand image. That is probably why word of mouth is the best medium of all. In short, it is advisable for suppliers to always upgrade quality before any attempt to boost sales through advertising.

Although advertising is the most effective way to encourage mass consumption, particularly if the goods are cheap and worthless, the bitterness of poor quality is remembered long after the sweetness of low pricing is forgotten. In a certain way, quality is like cooking, and you cannot fake good quality any more than you can fake a good meal. Therefore, quality in a product is not what the supplier puts in; rather, it is what the customer gets out and is willing to pay for. That is to say, a product is not quality simply because it is difficult to make and costs a lot of money in advertising. It is better to think that customers only pay for what is of use to them and give them great value for right price. As can be expected, the advertising strategy to increase popular consumption is likely to result in incompetence since nothing else than the product itself constitutes quality.

In conclusion, just because quality is more important than quantity, it does not mean that advertising does not play a decisive role in influencing the public mind. The point is that consumers have now become more prudent in spending behaviors and hence are no longer as penny-wise and quality-foolish as before.

In all events, suppliers should continue investing in advertis ing their quality products because, if they stop advertising to save money, it would be as stupid

Although nothing is like home, living in a parent-free environment can be one

of the most fun things in your college life. In spite of its obvious drawbacks, staying away from home contributes to the full university experience that money

can buy. Part of any student's decision on where to live is a financial one; however, money being not the issue, it is better for you to go for a new experience, if only for fun.

Dorm life is real fun, even more so when your room is situated in the

university's residence hall. To begin with, living in a dorm is a sure opportunity to meet people, so it is hard to feel lonely. For freshmen who are prone to

'homesickness', the companionship found there can make the transition away from home easier. Further, dorm life is a crash course in interpersonal skills because you need to learn how to get along with your roommates as well as people in your hallway. Needless to say, it is more convenient to live on campus since you can walk everywhere you need to go without the trouble of commuting. Is it not that

that kind of campus life which you have been waiting for?

Nevertheless, living away from home is sometimes not as interesting as expected. Apart from financial considerations, there are other factors to consider.

For one thing, roommate conflict could sound like a potential nightmare. Chances are that some roommates could be worse than others, making your dorm life somewhat difficult, indeed. For another, constant companionship implies lack of privacy which you usually enjoy at home. Moreover, even when you like to meet people, it could so happen that they are not all going to be people you want to meet. Altogether, money permitted, college life could not possibly be fun enough without the experience of living away from home. Such experience, even though not entirely agreeable, may be of use to a student soon to become a mature member of the community. The table below shows changes in the numbers of residents cycling to work in different areas of the UK between 2001 and 2011. The table compares the numbers of people who cycled to work in twelve areas of the UK in the years 2001 and 2011. Overall, the number of UK commuters who travelled to work by bicycle rose considerably over the 10-year period. Inner London had by far the highest number of cycling commuters in both years. In 2001, well over 43 thousand residents of inner London commuted by bicycle, and this figure rose to more than 106 thousand in 2011, an increase of 144%. By contrast, although outer London had the second highest number of cycling commuters in each year, the percentage change, at only 45%, was the lowest of the twelve areas shown in the table.
