As to government, it is a natural idea to control the excessive cars. It is the same with the excessive populations in cities. Since 2010, the “housing restriction policy” has been put into practice, the declined, social management thinking, which is on behalf of the census register, revived in the decision-making process of government public policy.

It is strange that the car is a huge industry, from production, sale to usage, the interests of government can be enormous, how could local government be resolute to get rid of it? In fact, the local government can’t gain many profits

from it.

Automobile industry is the major client of tax and GDP, if it is possible, the city officers will support the production, research and development of cars. Just as the commodity market has been relatively market-oriented, the cars produced in one city can be sold to people of other cities; the citizens in this city also can buy cars in other cities. When the cars are produced, from sale to usage, the government will levy vehicle purchase tax, value-added tax and consumption tax, refined oil consumption tax and value-added tax, vehicle and vessel tax and some additional charge, which are not related to local government.

It’s really a hard work to deal with the growing number of cars in local and city without levying too many taxes. First of all, the traffic jam, residents’complaint are the main reasons to restrict license plates; Secondly, the cars are more than the roads means to invest huge amount of money to build new roads and elevated roads; Thirdly, they must solve the pollution of automobile exhaust and parking. Any of them is a troublesome problem, most of them belong to government expenditure responsibilities.

Thus it can be seen that the current tax structure involved cars is mismatching. The financial authority and administrative power between central and local governments doesn’t match to each other, which formed a situation that central government gains the profits, while local government bears the consequences. As to local government, it prevents nonlocal cars from coming in, but it doesn’t suffer a lot, of course, it has strong activity to refuse the nonlocal cars. It is the system background of license plate restriction.
