Passage A A Stateless Language That Europe Must Embrace The study of literature is not only civilized and civilizing — encompassing, as it does, philosophy, religion, the history of events and the history of ideas —but popular and practical. One-sixth of all those who receive bachelor?s degrees from the College of Arts and Sciences are English majors. These graduates qualify for a surprising range of jobs. Their experience puts the lie to the popular superstition that English majors must choose between journalism and teaching: in fact, English majors also receive excellent preparation for future careers in law, medicine, business, and government service.

Undergraduates looking forward to law school or medical school are often advised to follow a strict regimen of courses considered directly relevant to their career choices. Future law-school students are advised to take courses in political science, history, accounting, business administration —even human anatomy, and marriage and family life. Future medical school students are steered into multiple science courses — actually far more science courses than they need for entrance into medical school. Surprisingly, many law schools and medical schools indicate that such specialized preparation is not only unnecessary, but undesirable. There are no "pre-law" courses: the best preparation for law school — and for the practice of law — is that preparation which makes a student capable of critical thinking; of clear, logical self-expression; of sensitive analysis of the motives, the actions, and the thoughts of other human beings. These are skills which the study of English is designed to teach.

Entrance into law school, moreover, generally requires a bachelor?s degree from an accredited institution, a minimum grade point average, and an acceptable score on the Law School Admission Test (L.S.A.T.). This test has three parts. The first evaluates skills in reading comprehension, in figure classification, and in the evaluation of written material. The second part of the test evaluates control of English grammar and usage, ability to organize written materials, and competence to edit. The third part evaluates the student?s general knowledge of literature, art, music, and the natural and soc ial sciences. Clearly an undergraduate major in English is strong preparation for the L.S.A.T.

As for medical schools, the main requirement for admission is only thirty-two hours of science courses. This requirement is certainly no impediment to a major in English. Moreover many medical schools require a minimum score on the Medical College Admissions Test, another test which offers an advantage to the well-rounded liberal arts student. The M.C.A.T. evaluates four areas of competence: skill with synonyms, antonyms, and word association; knowledge of basic mathematics from fractions through solid

geometry; general knowledge of literature, philosophy, psychology, music, art, and the social sciences; and familiarity with those fundamentals of biology, chemistry, and physics taught in high school and in introductory college courses. The English major with a solid, basic grounding in science is well prepared for this test and for medical school, where his or her skills in reading, analysis, interpretation, and precise communication will equip him or her to excel. The study and practice of medicine can only benefit from the insights into human behavior provided by the study of literature.

Such insights are obviously also valuable to the student who plans a career in commerce. Such students should consider the advantages of an English major with an emphasis in business: this program is designed to provide a liberal education, as well as to direct preparation for a business career. The need for such a program is clear: graduates with merely technical qualifications are finding jobs in business, but often failing to hold them. Both the Wall Street Journal and the Journal of College Placement have reported that increasing numbers of graduates from reputable business schools find themselves drifting from one job or firm to another, unable to hold a position for longer than twelve months. Employers complain that these apparently promising young men and women are simply not competent communicators: because they are not sufficiently literate, they cannot absorb managerial training; they cannot make effective oral presentations; they cannot report progress or problems in their writing; they cannot direct other workers. Skill in analysis and communication is the essence of management.

Consequently the English major with an emphasis in business is particularly well prepared for a future in business administration. Nearly four hundred companies in fields ranging from banking and insurance to communications to manufacturing were asked whether they hired college graduates with degrees in English, even when those graduates lacked special training in the industry: Eighty-five percent of the companies said that they did. College graduates with degrees in English are working successfully in marketing, in systems engineering, in personnel management, in sales, in programming, in project design, and in labor relations.

English majors are also at work in the thousand occupations provided by government at all levels. Consider, for example, the federal government—by a very wide margin, America?s biggest employer. In organizations ranging from the Marine Corps to the Bureau of Mines, from the Commerce Department to the National Park Service, the federal government employs a work force of nearly three million men and women. English majors may qualify for many of these jobs. Recently, 51 federal agencies were asked the same question: whether they hired college graduates with English degrees but

without special job training, 88 percent of these federal employers said yes. The list of federal positions for which English majors may qualify ranges from Claims Examiner to Foreign Service Officer to Highway Safety Management Specialist. Again, those who seek positions of high reward and responsibility may be asked to take a test —the federal government uses the Professional and Administrative Career Examination, or P.A.C.E., to evaluate applicants for about 10,000 jobs each year —and again, the test focuses on language skills: comprehension, analysis, interpretation, the ability to see logical relationships between ideas, and the ability to solve problems expressed in words. Not surprisingly, competent English majors often receive very high scores on the P.A.C.E.

In short, a major in English is neither restricting nor impractical: the study of English is excellent preparation for professional life.

Passage B Could “Japanglish” be a Legitimate Language?

"We wish all the time to be able to provide you fresh bread and to propose you a joy

of eating life with bread," says the sign in my local bakery. "Especially, we want to be a host at dinner of your kitchen1. We are waiting for you with various kinds of bread, cakes and sandwiches."

The general meaning is clear, but could it ever be considered correct English? Yes, according to an American academic in Japan, who says that "Japanese English" has as much claim to legitimacy as the English spoken in, for example, India, Jamaica and the Philippines.

Marshall Childs, who has a doctorate in education, believes that Japanese students should ignore the "snobbery" of British and American English and speak the language in a way that suits them, even if that means breaking the accepted rules of grammar, pronunciation and sentence structure.

But his championing of "Japlish", also known here as "Japanglish," has infuriated some of his colleagues and led to a lively spat in the columns of Japan's English language newspaper, the Daily Yomiuri

Mr Childs, who is academic dean of an international college in Japan, says the blend of two languages is acceptable because it makes English comprehensible to the Japanese ear.

"Creative syntax is the hallmark of Japanese English. The result is a waker-upper for those who expect standard syntax, but the meaning is usually perfectly comprehensible, perhaps because it follows a natural flow of thoughts.

"If we (native English speakers) feel prejudice against Japanese English, that is our problem, not a Japanese problem."

A resident of Japan for 16 years, Mr Childs criticizes English language schools which "shame" their students into signing up for lessons in "correct" English.

"I know one student who, after 15 years of English study, faithfully accepted the word of a new teacher that she had to relearn pronunciation from the ground up, this time learning it 'properly' in British English.

"That experience set her back several years and several million yen. Most students do not need high-prestige accents; they need to develop smooth habits of hearing and speaking. These habits are much more easily developed if the variety of English is congenial to the learner."

Mr Childs adds: "The sheer exuberance of popular uses of Japanese English is admirable and should be encouraged, not condemned."

"In school, students are rightly bored with the 'correct' English that does not touch their lives." Fluency in standard British or American English, he suggests, should be left

to specialists in literature, the performing arts, interpreting and international negotiation.

Nonsense, retorts fellow American academic Daniel Webster, who says Mr Childs is doing Japanese students of English a disservice by telling them something is right when it is simply wrong.

"People in Asia and the Caribbean who speak those other kinds of English to which Childs compares Japanese English can and do converse fluently in them, with each other and with foreigners", says Mr Webster, a visiting instructor in the English department of Waseda University in Tokyo. "They can also understand English-language movies without subtitles, and the educated among them can understand Henry James. Some of these latter can even write in an English that is of the highest literary quality.

"None of the above is true of those who use 'Japanglish'. In fact, I can assure Childs that the only place where this Japanese-English exists as a real medium for more than the most rudimentary kind of communication is in households where one, or some, of the members is a native-speaker of Japanese and the other, or the others, is not.

"It will never extend beyond these homes. Outside of those individual houses and apartments, the Japanese-English Childs admires so much is just a lot of gobbledegook. And that's exactly what it will always be," Mr Webster declares.

Japan is currently looking for ways to improve the standard of English teaching in its schools. Although virtually all children learn English for several years, the Japanese lag behind other Asian countries in English proficiency --- a trend which politicians and business leaders say makes them less effective in commerce and diplomacy. A textbook called "English for the Over-40s" is a bestseller here, and growing numbers of executives are enrolling in English courses to improve their promotion prospects.

Last year, a panel of experts advising then prime minister Keizo Obuchi called for a national debate on whether to make English Japan's "second official language". The idea, which would oblige the government, local councils and other official bodies to draw up documents in both languages, has been criticized by some as a further move towards western erosion of Japanese culture.

Whatever the new government of Junichiro Koizumi decides, one can only hope that no one removes the notice at the Tokyo City Air Terminal which advises passengers to be "cautious for pickpockets." Or the sign on a drinks vending machine which says the company responsible has selected "first class ingredients with confidence for offering consumer best products which get you a nice time day after day."

I wanted a clean break, and I knew I needed to get away from my usual environment and influences so as to think clearly about where I was headed. Once settled into my room on the little island of Aruba, I began my process of self-change. 1.The dinner party I first heard this tale in India, where is told as if true -- though any naturalist would know it couldn't be. Later someone told me that the story appeared in a magazine shortly before the First World War. That magazine story, and the person who wrote it, I have never been able to track down. The country is India. A colonial official and his wife are giving a large dinner party. They are seated with their guests -- officers and their wives, and a visiting American naturalist -- in their spacious dining room, which has a bare marble floor, open rafters and wide glass doors opening onto a veranda. A spirited discussion springs up between a young girl who says that women have outgrown the jumping-on-a-chair-at-the-sight-of-a-mouse era and a major who says that they haven't. "A woman's reaction in any crisis," the major says, "is to scream. And while a man may feel like it, he has that ounce more of control than a woman has. And that last ounce is what really counts." The American does not join in the argument but watches the other guests. As he looks, he sees a strange expression come over the face of the hostess. She is staring straight ahead, her muscles contracting slightly. She motions to the native boy standing behind her chair and whispers something to him. The boy's eyes widen: he quickly leaves the room. Of the guests, none except the American notices this or sees the boy place a bowl of milk on the veranda just outside the open doors. The American comes to with a start. In India, milk in a bowl means only one thing -- bait for a snake. He realizes there must be a cobra in the room. He looks up at the rafters -- the likeliest place -- but they are bare. Three corners of the room are empty, and in the fourth the servants are waiting to serve the next course. There is only one place left -- under the table. His first impulse is to jump back and warn the others, but he knows the commotion would frighten the cobra into striking. He speaks quickly, the tone of his voice so commanding that it silences everyone. "I want to know just what control everyone at this table has. I will count three hundred -- that's five minutes -- and not one of you is to move a muscle. Those who move will forfeit 50 rupees. Ready?" The 20 people sit like stone images while he counts. He is saying "...two hundred and eighty..." when, out of the corner of his eye, he sees the cobra emerge and make for the bowl of milk. Screams ring out as he jumps to slam the veranda doors safely shut. "You were right, Major!" the host exclaims. "A man has just shown us an example of perfect self-control." "Just a minute," the American says, turning to his hostess. "Mrs. Wynnes, how did you know that cobra was in the room?" A faint smile lights up the woman's face as she replies: "Because it was crawling across my foot."
