浙江省河长制工作的实践和探索

【摘要】本文从治水目标、顶层设计、工作基础、职责制度、创新机制、载体搭建和考核机制7个方面分析了浙江省河长制工作的主要做法，总结了浙江省台州仙居县、杭州江干区、绍兴诸暨市和金华兰溪市四地的河长制工作典型做法，立体呈现了河长制工作在浙江的实践和探索，为全国的河长制工作整体推进提供了参考。

Abstract:This papec analyzes the main practices of the rivec chief system work in Zhejiang Province from seven aspects: watec contd objectives,senioc desian,work basis,esponsibility system,innovetion mechanism,corriec construction and assessment mechanism.It summarizes the typicd practices ofthe rivec chieC system work infouc cities including Xianju CountyofTaizhouCity,Jianggan DistrictoC H angzhou,Shaoxing Zhuji City and Jinhua LanxiCity in Zhejiang Province.It pesentssteeoscopicaly the practice and exploration of the rivec chieC system work in Zhejiang and provides a reference foc the overaH promotion of The Rivec Chief Systems work in the whcCe counte.

浙江是江南水乡，因水而名，因水而生，因水而兴,因水而美,全省陆域面积10.18万km2,山地丘陵占70.4%，平原盆地占23.2%,河流湖泊占6.4%,故有“七山一水二分田”之说。浙江省河流数量众多，大小河流8万余条,共计13万多km,主要分为八大水系:钱塘江、苕溪、甬江、椒江、瓯江、飞云江、鳌江和运河,省内河道共分为省、市、县、乡四级。

改革开放以来,浙江经济持续发展,水环境和水资源保护面临严峻挑战。同时，水资源制约了经济社会的发展，水环境保护亟需产业升级，水污染问题影响社会稳定。为从根本上解决浙江的水问题,全面改善水环境,加快推进转型升级,浙江省在全域实践和探索河长制，对水环境进行长效整治。
