The cause for the run-up in tower worker deaths isn't completely clear, but Craig Lekutis, preside nt of Wireless Estimator said, "the majority of these deadly falls would not have happened if the climber had been tied off 100% of the time . It appears that all of the tower tech nicians that died had the appropriate pers onal protect ion equipme nt available to them . They just did n't use it . 'Tie or Die!' has become synonym ous (同义)with the requireme nt for 100% fall protect ion . ”

"But stro ng emphasis on safety may not be eno ugh to reduce the fatality rate of tower climbers, because there are no comprehensive federal regulations specific to the tower industry . North Carolina has statewide tower safety rules, and Michigan and California are considering adopting a tower safety standard as well," said Michael Belzer, specialist of labor union .
