我国已有几家银行和地区金卡中心推出了BtoB、BtoC网上支付系统，其他一些银行也正跃跃欲试。如何统一技术标准，不再重蹈银行卡的覆辙已是一个很紧迫的问题。中央银行应按“统一规划、统一标准”的原则来指导网上支付体系的建设。
（5）．电子支票的监管问题
电子支票由于其交易的虚拟性，因而很容易被当做洗钱的工具。中央银行应加强对电子支票的研究，加大对网上支付欺诈现象的打击力度。随着科学技术的发展，一些中介性的技术服务机构正起着支付结算和资金清算的职能，而我国的现有法律规定只有银行和特许机构才能允许从事支付结算和资金清算。如何规范网上交易，也是中央银行所面临的一大课题。
