Israel has authorized the construction of 3,000 new homes on occupied Palestinian land a day after the United Nations General Assembly voted to revise the status of the Palestinians to that of non-member observer state. US officials have condemned the Israeli move as counterproductive. Kevin Connolly reports.

Israel has been struggling to calibrate its reactions to the Palestinian campaign for upgraded status of the United Nations. But it clearly felt that allowing the development to pass without some form of political response would be seen as a sign of weakness. So it has announced its granting permission for 3,000 new homes in the west bank in eastern Jerusalem and speeding up the processing of a further 1,000 existing planning applications. The Palestinians and the overwhelming majority of the international community see the area in question as land occupied by Israel.

Tens of thousands of Egyptians have been protesting in Cairo against the country's President Mohamed Mursi and a new draft constitution. The demonstrators already critical of sweeping powers assumed by Mr. Mursi are angry the draft was rushed through in just 16 hours. Bethany Bell spent the day in Tahrir Square.

President Mursi has said the reason he took the step to give himself those powers was because he was worried the court, the judges were trying to prepare a legal challenge to the body that was writing the constitution and they were going to hold everything up. So a real tussle going on here and it's really a question of who you believe more, whether you believe the suspicions of the opposition, or whether you do believe President Mursi is going to give up those powers. So a real shushing match over Egypt's future taking place on the streets of Cairo and other cities across the country.

In the 12 months since mass opposition demonstrations began in Russia with the aim of ending Vladimir Putin's rule, the leaders of those protests have grown more determined and more defiant. Among them, 35-year-old Sergei Udaltsov, he and fellow activists Learnid ResvojaEd and Kostantin Lebedev have already been charged with organising mass disorder. Now the Investigative Committee, a state body with extended powers, says it has further evidence including witness testimony showing how the men were seeking cash from abroad to fund mass unrest in Russia. The men denied the charges.

The authorities in northern Pakistan say at least 18 people are missing including eight soldiers after they were hit by an avalanche. The governor of Nigeria central bank has defended his call for the number of civil servants to be halved. The Italian government has moved to tackle a crisis that threatened to end production at one of Europe's biggest steel mills in the southern city of Taranto. Pollution from the ILV A plant has long been blamed for causing higher-than-average rates of cancer in the area. The owners denied this, but on Monday announced that because of legal pressure, they would close the plant down. The government has now issued a decree forcing the company to invest in the technology needed to clean the plant up. Here's Ellen Johnston.

The mill will be allowed to continue operating while this work is being done. The government is obviously desperate to ensure that there is no shutdown and no job losses. The mill is the only major employer in an area which is already economically depressed. At the same time, the plant produces about one third of Italy's steel and even a temporary halt to production might have had an impact on many areas of the country's manufacturing industry.

An American company says it has found a way to make bread stay mold-free for two months. Tests showed that putting slices in a sophisticated microwave oven for around ten seconds kill the spores that turn bread black. Food waste is a huge problem in most developed countries.

Little known before his death, Satah Beheshti swiftly became a symbol both about vulnerability and power that runs dissident bloggers. It was evidence of severe torture posted by dissident sites that force the authorities to hold an official investigation, which found that he had indeed been mistreated with wounds in five places on his body. Mr Beheshti's case has also reveals once again deeps roots within the ruling elite with opposing factions blaming each other.

The organization representing Egyptian judges has announced that its members will not supervise a referendum on a draft constitution in two weeks time. The statement by the judge's club comes after a confrontation between Egypt's highest court and Islamist supporters of President Mohamed Mursi. The Constitutional Court announced it was suspending its work indefinitely after its members were prevented earlier today from ruling on the legitimacy of the Islamist-dominated body which drew up the new constitution. The opposition says the document undermines basic freedoms.

The emergency services in Japan say that a lorry driver who managed to telephone for help from inside a collapsed motorway tunnel has been found dead. Terrified drivers described watching in disbelief as the roof imploded around them. Close circuit television pictures from inside the tunnel showed huge slabs of concrete, each weighing more than a ton, lying on the roadway. Cars crushed beneath them. For a time there was hope that the lorry driver was alive under the rubble. But by nightfall, rescuers had only found five dead bodies, including that of the lorry driver. People here are now wondering how much more of Japan's aging infrastructure is a lot less safe than they had imagined.

I think we have a very good chance for coming together on an agreement that not just protects 98% of Americans from a tax increase and protects the economy from deeply damaging upfront spending cuts and protects the economy from leaving us vulnerable to periodic threats of defaults by politicians. I think we can do better than that and do something good for the long-term future of the American economy.

Failure to reach a deal will automatically trigger tax rises and spending cuts.

A 200-year-old letter in which the French Emperor Napoleon Bonaparte gave the order to blow up Kremlin citadel in Moscow has been sold at auction for almost 200,000 dollars. Hugh Schofield has this report from Paris.

This letter is of a particular interest, partly because it's in code, a not very complex number for letter substitution, but also because it was written at the turning point of Napoleon's career. As he invaded Russia in 1812, he's captured Moscow, but with the Russian army being withdrawn and winter approaching. He knows he has to turn back. So the letter, to his foreign minister at Vilnius in modern-day Lituania, described how he was given the order of the Kremlin to be destroyed. In the event, only part of the walls were demolished. The emperor himself began the long and disastrous journey back to France, for two years later, he would be defeated and forced to abdicate.

I can get his cloak off more quickly than you can.” “We will see about that,” said the sun. “I will let you try first.” So the wind tried to make the man take offhis cloak. He blew and blew, but the man only pulled his cloak more closely around himself. “I give up,” said the wind at last. “I cannot get his cloak off.” Then the sun tried. He shone as hard as he could.

Lewis, Xie Voted World's Top Two. Emperor's Visit A Milestone In Bilateral Ties. Quake Death Toll Tops 5000. 1)Taking advantage of the two-day dayoffs,he basked in the spring sunshine with his family. British football supporters have a particularly bad reputation so much so nine crimes that only applied to the sport have been enforced. Elsa Ali finds find out why fans are given the red card. Scenes like these are not uncommon during football matches. Despite British football fans and hooliganism being considered synonymous abroad, fans here say that the troublemakers are few and because of them, that fans are all being treated like criminals. The sort of numbers that we're dealing with here 38 million people were attending football matches last season, and there were eighteen hundred and seventy arrests that sort of all that's a tiny tiny number. So most football matches are trouble-free,arrest free. There's a few bad apples they need to be targeted, but the behavior of fans is good. There are nine football-only crimes which wouldn't be considered a criminal offence if committed anywhere outside of a football stadium. They include encroaching on the pitch, drinking in view of the pitch or even reselling or giving away a ticket. And if those weren't enough, fans are also subjected to special powers. Football banning orders can impose restrictions such as not going within three miles of a football stadium on match days. Requirements to report to the police station at designated times or even surrendering your passport when your club or country are playing abroad. But The Home Office told us evidence shows the legislation has proved effective. Levels of football disorder have been significantly reduced since the introduction of football banning orders in 2000. But the policing is always proportional. Some fans feel like they're being unfairly targeted by government legislation forced by police forces up and down the country. We're here in Millwall whose supporters say they're routinely harassed by the authorities week in week out. Sometimes it starts before the trouble starts you know. They're trying to keep people in check sometimes it can cause more alceration. I have a lot of respect for the police. Because they have a lot of tough job to do in these day. It's not their fault. Sometimes they're told what to do by other people. At the end of the day, people are just trying to watch a football game. And I think we gave more than most things. Indeed several of the Millwall fans that we spoke to concede that they have a bad reputation. It was their supporters we saw at the beginning of the piece fighting with Barnsley fans during the recent League One play-off final at Wembley. But what if the police start arresting people for slightly less a crimes. As we were celebrating, I got pulled out a crowd and you know I was arrested for common assault. Many football fans might have a problem sinking their teeth into laws being used for seemingly
