对军事成功至关重要的语言能力

1 美国国防部认为外国语言和文化意识对战备至关重要。2011年1月底,由负责人事和战备的副部长办公室所主办的“语言和文化:一种战略需求”峰会,将最重要的军事领导人和学者聚集在美国,共同商讨如何提高全军文化意识和语言学习能力。

2 塞米尔〃克莱曼是负责战备的助理副部长,他在致开幕词时指出了亟待解决的问题:在世界全球化的今天,语言技能和文化意识是“一种国家安全需求”,对形成值得信赖的国际关系和了解潜在敌人所造成的威胁很重要。

3 主要发言人安东尼〃津尼将军是美国中央司令部前司令。他讲述了自己年轻时在越南海军陆战队某步兵营担当顾问的经历。与越南军人一起生活和工作让他有机会从越军的角度,而不仅是美军的视角来看待越南战争。这些重要的知识让他了解了即将面临的挑战,成功地完成了任务。

4 安东尼〃津尼将军也谈到他在世界各地执行许多任务的经历。语言技能和文化意识对完成手头的任务非常重要,无论是在伊拉克为库尔德人建立难民营,还是调解以色列人与巴勒斯坦人之间的争端。安东尼〃津尼将军说:“冲突的性质发生了变化。胜利不仅取决于战场,还在于分析和理解作战地区的人的思想。”

5 南希〃韦弗是美国防部国防语言办公室主任。她强调指出,语言技能在今天的国际竞争显得日益重要。韦弗说:“在国防部,我们评价其他的文化。我们是这个相互依存的世界上一支全球化的部队,也是一个国际化的国家。我们通过了解不同文化的独特性来更好地交流共同的目标和任务。”

6 美国防部雇佣了246000多名会讲外语的人员。国防部要进一步培养此类人才,所以制定了计划,加强美国军校学员对外语的学习,并要求毕业生达到一定的外语能力水平。韦弗还说:“有些高层领导明白为什么我们今天要这么做。这不是短期能解决的问题,而是国防部和国家要长期致力于去做的事情。”

7 道格拉斯〃弗雷泽将军是美国南部司令部的司令。他在峰会上谈到,对于和拉丁美洲以及加利比海地区展开安全合作来说,语言和文化训练非常重要。

10 道格拉斯〃弗雷泽将军:我在这个地区长大,这对我影响很大,让我了解拉丁美洲,当地丰富的文化和热情的人民以及他们关注的焦点。我真的非常喜欢拉丁美洲和那里热情、可爱的人民。虽然我的语言能力不尽如人意,但是我还是觉得我们需要用同一种语言来工作,才能真正了解彼此。我想很多同事都认为,生活在那儿让我能够理解当地的文化,并和那里的人民交流。

12 弗雷泽将军:能够与人交流并了解一种文化意味着:我不仅能完全明白同伴在说什么,而且能听到他们试图要传达的文化信息,并去适应这种文化。语言和文化能力让我们有机会与当地人沟通交流,更好地融入该地区。

13 我们的海外地区军官对部队来说很重要。他们能和当地人交流,让我们与伙伴建立密切的联系。他们帮助我们突破很多交流的障碍,避免造成误解,还向当地人解释我们的顾虑、观点和需要。

14《对话》:你在全谱作战过程中运用这些文化意识能力时会面临哪些挑战?

15弗雷泽将军:一是时间,二是我们的偏见和观点——即如何使用信息源来解释和看待我们听到的信息。语言不仅关乎词语,也关乎文化。文化会影响我们对语言的理解与分析。文化背景完全不同的两个人虽然说相同语言,却可能对同一个情境的理解完全不同。一个秘鲁人和一个危地马拉人虽然都讲西班牙语,但对同一事情的看法是不一样的。文化意识——理解语言背后的文化对于与他国人民交流和相互理解很重要。不同的文化会产生不同的理解和意义。我们并不总是很明白需要怎么做。重要的是,多从语言和文化角度来思考问题,问问自己是否真的明白所要面对的问题——还有我们的伙伴是不是也这么想的。

16《对话》:你能举个例子说明语言能力如何增强相互协作的能力吗?

17 弗雷泽将军:尽管这种情况在军队时有发生,最好的例子还是在指挥高层。当时,美军正在帮助海地人民。基恩中将是该部队的指挥官。他曾在巴西待过,就读于那里的参谋学院,听得懂也会说葡萄牙语。联海稳定团(2004.1-)的司令是巴西人,也是基恩中将的朋友。他们在学校时就已经认识了,并建立了深厚的友谊。他们信任对方,不用匆忙地建立某种联系。他们能互相沟通交流,这对我们完成共同的任务大有帮助。

18 再看美国这方面。有很多拉丁美洲国家的高级军官告诉我,希望他们的军人加入我们的学校,参与我们的训练。也是因为这样他们的军人能和美国军人建立联系,并了解美国的生活。他们从融入美国生活、了解美国公民的经历中终身受益,并希望确保这样的活动能继续下去。

19 因此,这确实是一种双向的联系。我们必须融入拉丁美洲的学校,他们需要融入美国的学校,那样我们就能够真正地彼此交流。

20《对话》:南部司令部的语言和文化技能对拉丁美洲和加勒比海地区的军人有什么特别的帮助呢?

21弗雷泽将军:我想这有一种直接的联系。因为那些影响我们的人,大多会讲这个地区的语言。他们有的是第一代美国公民,有的则是第二代。许多人住在这个地区,并且返回该地区培训或参加教育培训。总的来说,我认为我们能更直接和坦率地与当地人交流,正是因为我们的军人天生具备这种语言和文化能力——这有助于我们在重要的方面与该地区保持联系。

22《对话》:为什么语言和文化的战略意义如此重大呢?

23弗雷泽将军:我们生活在一个多元文化的世界。美国不同地区的生活方式就差异很大。政府内部不同组织处理事情的方法也不同。不同国家看待世界的方式也不一样。

24但是,因为我们是一个国际化的国家,而且信息时代的世界将变得越来越小,所以语言和文化的作用也会更加重要。我们需要互相了解,而不仅仅是相互对话。交流不仅是通过语言或计算机翻译程序。

25因为我们居住的世界越来越小,就会更多地与他国合作来一同解决问题。最好的办法就是对外开放,互相融入、理解对方的文化和观点。如果我们会讲彼此的语言,在交往中考虑

文化语境,就会大大增进交流和沟通。

西点军校的荣誉制度

——目标和程序

1 西点军校的荣誉制度经过多年发展,是经验的产物。这一制度的存在是有必要的,因为西点的使命是培养军事领导人。这些领导人必须具备优秀的人格、卓越的才智和强健的体魄。

2 学员都清楚地知道荣誉是优秀人格的基本特征。荣誉是种美德,蕴含着忠诚和勇气、诚实和自尊、公正和慷慨。它的基本原则是诚实。军事伦理观中的荣誉制度并不复杂,简单说就是“真诚待人、冷静思考”。如果某一学员在思想、言语和行为上都很真实,他很容易就能满足学员团的各项要求。相反,诡辩、推诿或利用无足轻重的细节来掩盖事实的行为是西点所不能容忍的。

3 在西点,荣誉制度得到了领导和学员们的真心拥护,所以发挥了有效的作用。西点毕业生在回顾过去时,把它看做影响他们人生最重要的东西。艾森豪威尔将军在给现任西点校长的信中写道:“我认为每一个熟悉西点的人都会同意这样的观点:将西点和世界上其他任何一所学校区分开的关键因素是:多年来西点不仅拥有荣誉制度,而且西点的荣誉制度确实发挥了作用。荣誉制度取得成效的原因很多,其中两点最为重要。首先,西点领导者并不会利用荣誉制度来发现学员轻微的违规行为;其次,由于学员旅和教员队伍的延续性,西点在学员职业生涯的早期就开始培养学员要尊重荣誉制度,并且这种尊重近乎崇拜。随着岁月的流逝,作为西点特征之一的荣誉制度对西点毕业生而言,似乎变得越来越重要,直到有一天,西点毕业生不再愿意口头谈起荣誉制度,因为它就像自己的母亲或姐妹的品德一样,在他心中占据了重要位臵。”

4 值得注意的是,荣誉制度的成功更多是凭借学员旅,而不是军官的管理。学员每年从学员中推选成员,成立荣誉委员会。委员会向学员阐释荣誉制度,解释荣誉制度的原则,公布违反荣誉准则的学员,使这份权威名副其实。尽管经常受到西点领导者的庇护,多年前它只是独立于法律之外的保安委员会。最近几年,荣誉委员会逐渐成为受到学员认可和尊重的机构。荣誉委员会的运作程序编纂成文,其成员被赋予相关权利。荣誉委员会的工作包括教导新学员遵守荣誉准则的原则,并将这些原则一届一届往下传。荣誉委员会防止学员出现违反荣誉准则的行为;委员会负责调查学员因违反荣誉准则而可能出现的个人或工作上的不正常行为。就后者而言,荣誉委员会相当于一个大陪审团,它负责向训练长报告学员中可能出现的违反准则的行为。荣誉委员会没有惩罚权,只有调查权和建议权。一旦荣誉委员会向训练长报告某一学员可能违反了荣誉准则,训练长立刻调动所有官方机制深入调查事件真相。调查过程中,学员的合法权利受到军事法律的保护。

5 尽管与荣誉制度密切相关的纪律规定有很多,但荣誉制度的基本内涵不会改变,即学员不得撒谎、欺骗和行窃。学员口头或书面陈述必须是确切无疑的。西点领导者避免利用荣誉

制度防止学员违反纪律。只有当学员声明他已经遵守或将遵守某一特定规定时,荣誉制度才会发挥作用。一旦作出这样的声明,就必须是真实的。有时,学员必须承诺遵守纪律并以此换取特权。比如,利用用餐特权的学员必须在记录本上签署离开和返回的时间。他的签名意味着在他离开军营期间他不会不恰当地利用特权。如果他不愿意履行承诺,就不能接受特权。一旦接受特权,他在离开军营期间若有违反纪律的行为,就必须报告。

6 但有时,学员用简单的言语代替复杂的正式报告。比如,学员经过岗哨时告诉哨兵“没问题”。这里的“没问题”意味着他经过岗哨是合法的,而且他也不会不恰当地利用特权。这个短语在很多情况下用作具有特定含义的法定用语。比如,刚刚执行完特定任务的学员用“没问题”进行口头报告,或者“没问题”表示在特定检查时,房间的居住者必须在位。这一短语向所有新学员作出详细解释,这样大家都能正确理解它的特定含义。

7 违反荣誉准则的学员要么被开除,要么接受军事法庭的审判。受到审判的学员相对较少,因为大多数违反准则的学员选择悄悄离开西点。所有因证据不足无法指控某一学员违反荣誉准则的记录,学员在校期间都保存在绝密档案内。一旦离校,该档案就被销毁。

8 在西点,荣誉制度是塑造学员性格的关键要素,影响着每一位学员的日常生活。很多例子可以表明荣誉制度对学员而言有多重要。不断有学员报告自己无意违反了荣誉制度。学员也许会被自己的好朋友告发违反了荣誉准则,因为学员认为荣誉准则高于个人友情。几年前,一名外籍学员因违反荣誉准则被开除。三年后,在他的同班同学即将毕业之际,他自费回到西点并拜访了西点校长。他回忆起当年退学的情形,说离开西点后他深深地反思自己的错误。作为弥补,他决定致力于在自己国家的学校建立和西点类似的荣誉准则。作为自己国家某一军事院校的教员,他创建了他在西点当学员时熟知的荣誉制度。回到西点,他再一次出现在荣誉委员会面前,汇报他在国外的工作,希望自己的工作可以弥补以前在西点违反荣誉准则所犯下的错误。

9 对于所有熟悉西点荣誉制度的人而言,荣誉制度在他们的人生轨迹中留下了痕迹,并对他们产生了深远影响。学员对荣誉制度的虔诚仍将是真真切切的,并仍会深深根植于每个人的心中。

美海军及陆战队举行“大胆美洲鳄2012”演习

12012年1月30日至2月12日,美海军和海军陆战队投入20余艘舰船、120多架固定翼和旋翼机及17000人在美国东部海岸外海举行代号为“大胆美洲鳄2012”的大型演习,验证两栖作战能力。

2这是十多年来美国海军和海军陆战队举行的规模最大、复杂程度最高的两栖战演习,也是两大军种再次强调两栖作战核心能力系列演习的开端。

3过去十年,海军陆战队在伊拉克和阿富汗战场持续作战。如今这为期2周的演习将他们拉回两栖战场,大量空中、地面、水面和水下兵力参与其中,即有实兵,也有模拟。

4此次演习的主要目的是锻炼海军和海军陆战队指挥官及其参谋人员,让他们掌握投送攻击部队上岸并进行持续支援的指挥能力。

5美国海军舰队部队司令部司令约翰?C?哈维上将负责“大胆美洲鳄2012”演习的规划指导工作。他说:“海军了解两栖作战的重要性,了解投送海军陆战队登陆部队上岸并

展开地面作战的重要性。”

6 4 1月31日哈维上将在华盛顿的防务作者团体餐会上说:“海军陆战队找好在海军中的

定位,保持向岸投送登陆部队并维持这些部队的能力十分重要。我认为这是此次演习最大的目标,也是最大的收获。”

7 5 丹尼斯?J?黑吉利克(Dennis J. Hejlik)中将是哈维上将指导“大胆美洲鳄2012”

演习的助手。他说:“2008年我们开始研究这个演习时,发现需要了掌握大量的知识……

如何在海上运作一支两栖特遣部队,如何制定登陆计划以及如何维持一支岸上部队。”8海军陆战队部队司令部领导人提到:“我们必须要进行一场完全一体化的海军战斗。对海军和海军陆战队而言,此次演习是首次有益的试验。”

9美国海军作战部长乔纳森?W?格林纳特也持同样的观点。

10他2月4日在“大胆美洲鳄2012”演习旗舰“黄蜂”号两栖攻击舰上对记者说:“我确信我们仍然有相当一批高级军官并没有掌握两栖作战的具体指挥技能。我们缺乏具备此类作战经验的军官,但这是必需的。”

11格林纳特表示,为了解决这个问题,他曾于2008年同海军陆战队司令詹姆斯?F?阿莫斯上将(当时还未上任)制定了一份详细的两栖作战文件。但由于海军陆战队在伊拉克和阿富汗的战场上涉及较深,这份文件无法落实。

12这位海军作战部长强调说:“这是让海军陆战队再次回归大海的重要时刻。”

13“大胆美洲鳄2012”演习从1月30日持续到2月12日,美军有3个大的司令部及一系列支援部队参与其中。

14主要参演部队包括第二远征打击大队(凯文?D?斯科特少将担任指挥)、第二陆战队远征旅(克里斯托弗?S?欧文斯准将担任指挥以及“企业”号航母打击大队(沃特?E?卡特少将担任指挥)。哈维上将的副手戴维?H?巴斯担任总指挥官。

15海军投入了10艘两栖舰船(包括4艘大甲板两栖攻击舰)、“企业”号航空母舰、10艘水面作战舰、2艘潜艇以及一系列支援性的猎雷、后勤和海上预臵部队舰船。

16第二陆战队远征旅投入了约10000名陆战队员和舰员组成的攻击部队,分别来自第二团战斗队、战斗勤务25团、陆战队29空中大队以及第24陆战队远征队。

17陆战队远征作战司令部是主要的支援性司令部,提供海军修建营、河流部队、民事事务、情报利用、物料卸岸监督员以及物资处臵部队。

18物资的频繁流动是一场大规模两栖作战复杂性的重要体现。

19美国海岸警卫队第308港口安全部队(基地位于密西西比州基林Kilin)也参与了此次演习,主要担任港口保护任务。海岸警卫队提供导航安全辅助、应对港口附近的威胁,也可以保护前沿作战基地航道及周围地区的安全。

20美国海岸警卫队地面安全军官丹尼?韦尔奇(Danny Welch)说:“我们可以和其它安全部队一起相互借鉴,相互学习,各自的任务领域都有一定的独特性。此次演习对我们了解未来作战会是何种形态,了解各种类型部队如何参与其中有很大的帮助。”

21“大胆美洲鳄2012”演习不仅有美军作战部队及参谋军官参与其中,11个盟国也派出了观察员,这突显了盟国集体应对安全、人道主义救助和灾害援助挑战的重要性。

22盟国方面,法国投入“西北风”号两栖攻击舰、1艘水面作战舰和300名海军陆战队员;

加拿大提供了2艘猎雷舰;英国和荷兰则提供了海军陆战队部队。

23各国的军官们齐聚于“黄蜂”号两栖攻击舰上,为演习出谋划策。皇家荷兰海军乔治?帕斯图尔(George Pastoor)中将担任首席规划者。

制定想定

24尽管“大胆美洲鳄2012”演习并不以任何的具体威胁为目标,但其想定仍然来自于现实世界的具体情况。

25想定中,两栖作战是应一个受到南部邻国Garnet入侵的友国Amber的要求而发起的。

作为处于北方的中立国家,Amberland同意派出盟军登陆来援助Amber。

26但是在两栖部队接近相关海域发起登陆作战之前,特遣部队必须要穿过一条长而狭窄的海峡(模拟),Garnet在这里部署了大量的水雷和攻击快艇。这些要素都取自于伊朗在霍尔木兹海峡形成的威胁。

27Amberland受到了一个拥有陆基反舰导弹的恐怖主义组织的威胁,这个想定取自于2006年利巴嫩真主党在冲突中击毁以色列轻型护卫舰的事件。

2819 哈维上将说:“我们现在演练的所有想定和技能,都可能会在霍尔木兹海峡附近海域运用到。”

2920 他提到了水雷、小艇及非常规威胁。他说:“水雷、小艇和非常规威胁在复杂的濒海环境中是难以识别,特别是在整个阿拉伯湾海域(美国人称波斯湾为阿拉伯湾)。我们必须要有能力应对所有类型的威胁。”

3021 登陆日前的模拟海峡航渡中,加拿大2艘猎雷舰负责清扫模拟雷场。帕斯图尔说:“两栖特遣部队的其它舰船陆续跟进,排成长列编队。为了应对小艇威胁,我们运用了平常不会用的武装编组,即利用陆战队远征旅部分人员组成武装编组,帮助保护两栖舰船。”

3122 因为“企业”号航母打击大队、“硫磺岛”号两栖戒备大队以及第24陆战队远征队将实施再部署验证测试,所以“大胆美洲鳄2012”演习的规划者们将其纳入到了演习中来。

3223 作为验证程序的一个组成部分,陆战队远征队的一个连从两栖戒备大队出发对陆军国民警卫队位于弗吉尼亚州的匹克特堡进行了远程突袭。海军陆战队员们搭乘CH-53直升机及MV-22飞机飞行160多海里发动进攻,这是“鱼鹰”倾旋转翼飞机首次参与该演习。在匹克特堡,250名海军陆战队员帮助海军陆战队作战实验室实施了一次有效目标试验,测试远距离通信和用来减少补给需求的一系列系统。这只是“大胆美洲鳄2012”

演习的诸多创新试验之一。

3324 “大胆美洲鳄2012”演习还试验了海上基地概念,尽量避免将大量的装备和补给投送到滩岸来支援登陆部队。

3425 除了由两栖舰船为海军陆战队提供补给外,此次演习还使用“赖特(Wright)”号航空后勤支援船为陆战队飞机提供维修服务;使用“奥布雷贡(Obregon)”号海上预臵部队舰船通过1英里长的浮动软管系统提供燃油和水。

3526 登陆部队在向岸推进的过程中是由海上基地来指挥的,第二陆战队远征旅的指挥官及其参谋人员不会到岸上去,而是在“黄蜂”号两栖攻击舰上。

3627 黑吉利克说:“你可以将一支部队投送上岸,很好!现在你可以为指挥控制做什么?

你该如何维持部队?所有这一切我们都从将海上做起。这才是海军部队的真正价值所在。

投送部队并维持他们我们不需要真正的港口和机场。”

28 尽管有数千人及数百件装备参与了“大胆美洲鳄2012”演习,但此次演习的主要目的还是给航母打击大队、远征打击大队和陆战队远征旅参谋人员一次规划和指挥复杂作战的机会。演习的重点是将登陆部队送上岸,并对他们实施补给和控制。登陆上岸之后,海军陆战队将在南卡莱罗那州的莱洁恩营转入正常的部队训练。

3729 帕斯图尔说:“我们希望实施演习的同时能够更高效地使用部队。”

3830 登陆日攻击设在2月6日拂晓,登陆时间为上午5时15分。

3931 帕斯图尔表示,首支部队真正在莱洁恩营海滩登陆时,比计划时间早了75秒。

当被问及在远程精确武器时代是否会发生真正的大规模两栖登陆作战时,欧文斯说:“国家迟早需要一支规模适中的部队,投入人们不想发生的战争中去。当然,未来的两栖作战不会是另一场硫磺岛或塔拉瓦战役。但不管何时发生这样的战斗,我们都会做好准备保卫部队、完成任务并维持好部队。”

145. 社会范畴——在广泛的社会及职业领域内,遵守礼仪,着装得体,体谅他人,尊重社会和职业规范及传统(在获取新知识和经验的同时不断反思),在与人交往过程中举止得当。156. 精神领域——能理解并始终不渝地坚持塑造坚强的品格及完备的世界观,以有效应对战争及世界风云变幻的形势(如新知识、体验及思考)所带来的各种变化。

16以上六大范畴的培养相互依存。互相协调地贯穿于学员的整个西点生涯。

17有一个例子能够很好地阐述这种培养方案的整体性。在西点,哲学课是一门必修课,因为该课程不仅能提高学员的智力水平(新知识),还能培养学员的道德观和伦理观,并能改造他们的精神世界。

18西点要求每一名学员参加不同类型的竞技型体育活动---无论这种活动是校内的还是校外的---这给我们提供了另一个例子。

19所有这些竞技运动都致力于塑造学员作为勇士的领袖气质,要求他们在追求体能、精神、情感及心灵上的不断完善的同时力争获胜。
