老旧住宅小区物业管理存在的问题与对策 【摘要】研究政府在老旧小区物业管理方面存在的问题，可以从宏观地角度解决物业管理在老旧小区中遇到的政策、法规等问题，特别是基层管理部门，经常解决物业公司与小区业主的纠纷，十分清楚其产生矛盾的地方，能够准确地制定政策来解决矛盾，改善老旧小区物业管理；物业公司是直接的管理者，直接对小区物业进行管理，研究物业公司在老旧小区物业管理方面遇到的困难与难题，能够更好更有效地管理小区物业，实实在在地为小区业主们服务；小区业主，是小区物业管理的受益者，通过对业主在小区物业管理中提出的问题与不足的研究，可以了解业主真正的需求，从而不断提高物业管理水平。通过对以上的研究，从而推进城市老旧住宅小区实施物业管理。 【关键词】物业管理，老旧住宅小区，问题，对策，物业公司 2012年12月16日中午12点10分，宁波市江东区徐戎三村的一栋居民楼突然发生倒塌，事故造成1死1伤，附近400多位居民被迫疏散。令人惊讶的是，这栋倒塌的楼房，只有23年的房龄。为何只有短短23年房龄的房子会突然发生倒塌。这其中存在着哪些问题，值得我们去了解、去解决。 一、城市老旧住宅小区物业管理现状 （一）硬件设施不到位 (1)老住宅小区硬件设施严重不足，配套不到位，已经形成了历史欠账，加上过去住宅建设一直是重建设轻管理，长期失管失修，造成道路破损、下水道堵塞等问题严重。在转入社区管理和物业公司管理时，由于与原来的建设、管理单位

交接不规范，导致房屋维修基金难落实使房屋维修难，也使小区管理成为群众投诉的热点问题。 (2)随着城市建设的发展和居民生活水平的不断提高，各种类型的车辆越来越多，特别是私人轿车数量飞速增长，停车位数量无法适应汽车增长的需求。老住宅小区建设时基本没有配置专门的停车位，更别说是那些成本较高的地下车库了。这导致很多小区大量存在占行车道，人行道，小区走道，绿地停车和违章停车等行为。造成了“无车人”与“有车人”的利益冲突和纠纷投诉，影响了社会公平和居住环境，加剧了交通拥堵，恶化了生活居住回家，给防灾，安全带来一定的隐患。 （二）居住人群分析 老住宅小区居住人群主要分三类： (1)老住宅小区居住的很多是老人，他们的收入低，经济承受能力差。即使收入可观的老人，他们也不理解物业管理是有偿服务行为，物业管理在中国发展起来正真算起来也就十几年而已，老住宅小区业主享受物业管理服务需要付费的观念还没有形成，房屋的维护保养，小区的绿化、卫生、安保等工作都成了业主自己的事情，而要请人维护却需要付费，这种观念还没有完全转变过来。长期计划经济下的观念已经根深蒂固，把物业管理当作一种服务性消费来支出还是有待时日。 (2)老住宅小区居住的另一类人则是下岗工人或是病人等社会弱势群体，他们收入低下，家庭负担重，经济压力大，根本无法承受物业管理费，更是不理解物业管理收费这一观念。所以即使有物业管理愿意接收老住宅小区，进行管理，却也因为一直无法收取物业费，而入不敷出，使得物业管理公司对于小区的维护只
