2018年全国中学生英语能力竞赛通知
2018年全国中学生英语能力竞赛通知 导读 2018年第26届全国中学生英语能力竞赛（NEPCS）正在报名，NEPCS是高校自主招生普遍认可的赛事之一，初赛由各中学统一组织及报名，意向报名的考生可直接向所在中学咨询报名相关事宜。 参赛对象及人数 普通中学初、高中各年级学生。 报名时间 提倡“重在参与”的奥林匹克精神，坚持“自愿参加”的原则，以学校为单位组织报名工作。 各省报名截止时间不一，最晚到11月初，具体请直接咨询本校老师。 竞赛时间安排 竞赛分初赛、决赛和全国总决赛三个阶段。
初赛时间为2018年11月11日（星期日）上午9：00—11：00。笔试（含听力），满分150分，全国统一命题，统一时间由各校自行组织。 决赛时间为2017年12月10日（周日）上午9∶00—11∶00。笔试（含听力），满分150分，全国统一命题，在全国各地同时进行。 全国总决赛时间2019年7月(以正式通知为准) 命题范围 本次竞赛的命题按课标要求，以2018—2019学年度上学期学过的内容为主，兼顾以前学过的内容，参考现行各种教材，但不局限于某一特定教材。初赛各年级竞赛试题命题范围以各版本教材2018年11月11日前所学全部内容为准，决赛命题范围以各版本教材2018年12月9日前所学全部内容为准。 竞赛题型 本次竞赛将借鉴国内外英语测试新题型及测试方法，在保持竞赛题型相对稳定和连续的基础上有较大创新，并探索使用非选择性客观题型和限制性主观题型，以促进考试与评价改革，并为各类英语考试试题改革进行先期探索和实验。题型以非选择题为主，约占60%以上。各年级赛题将进一步加强英语“双基”的考查力度，完善初赛、决赛听力测试，继续加大语篇层次上的语言运用能力的考查，还将设计一些考查智力赛题，以考查学生的逻辑、推理、判断和认知等能力，并增加赛题的区分度。

佛山契税新政策
佛山契税新政策 ：09-03 照财政部、国家税务总局、住房城乡建设部发布的《关于调整房地产交易环节契税、营业税优惠政策的通知》，自2020年2月22日起，调整房地产交易环节契税、营业税政策。佛山纳税人2月22日及以后到税务机关申报缴纳个人住房转让营业税、契税，符合规定的税收优惠条件，均可享受新政策。 为便于纳税人更好了解、享受新政策优惠，佛山市地税局昨日就相关政策进行了解读。 普通住房 原政策规定必须是家庭唯一住房，且属于容积率、面积、交易单价均符合规定的普通住房。新政策对容积率和交易单价已不再限定，不区分普通或非普通住房，家庭首套或第二套改善性住房，且面积符合规定的均可享受优惠。 税率 原政策规定，超过144平方米的首套住房税率是3%，新政策不再划分144平方米界限，统一规定为90平方米以上住房税率是1.5%。 对于第二套改善性住房，原政策规定90平方米及以下的税率是3%，新政策是1%;原政策规定90平方米以上的税率是3%，新政策是2%。
如何申请优惠 纳税人只需如实提交家庭住房情况诚信保证，主管税务机关据此对购房人及其家庭成员购房记录进行查询，结果符合规定的，即可享受契税优惠。诚信保证不实的，属于虚假纳税申报，将依法处理，并将不诚信记录纳入个人征信系统。 全额征收 个人购买不足2年的住房对外销售，仍将全额征收营业税。 同等征收 个人购买2年以上(含2年)的住房对外销售，不再区分普通或非普通住房，一律免征营业税;个人将购买2年以上(含2年)的普通住房对外销售，仍免征营业税。 办税程序 个人购买超过2年(含2年)的住房对外销售，应持房产证或契税完税证等证明材料，向地税部门申请，按照规定条件办理免征营业税手续。 政策执行时间：2月22日 凡是于2020年2月22日及以后到税务机关申报缴纳个人住房转让营业税、契税的，只要符合规定的税收优惠条件。

《佛山市建筑业地方税收征收管理暂行办法》 各区地方税务局，市局稽查局、直属各分局： 现将《佛山市建筑业地方税收征收管理暂行办法》印发给你们，请遵照执行。在执行过程中有什么问题，请及时向市局征管科反映。 佛山市建筑业地方税收征收管理暂行办法 第一章总则 第一条为加强建筑业的税收征管，根据《中华人民共和国税收征收管理法》及其实施细则、《中华人民共和国营业税暂行条例》及其实施细则、《中华人民共和国个人所得税法》及其实施条例、《中华人民共和国企业所得税暂行条例》及其实施细则和《中华人民共和国发票管理办法》的有关规定，结合我市实际情况，制定本办法。 第二条建筑业，是指建筑安装工程作业，包括：建筑、安装、修缮、装饰及其他工程作业。 凡在佛山市内提供或者接受建筑安装劳务的单位均适用本办法。 第三条本办法所称"本区注册企业"是指企业提供建筑安装劳务的工程所在地和该企业地方税务(除临时税务登记和外出经营登记外)注册登记地同属一区的企业。 第四条本办法所称"外来施工企业"，是指"本区注册企业"以外的提供建筑安装劳务的企业。 第五条本办法所称"工程所在地"是指进行工程作业所处的镇(街道办事处)。 第二章税种基本规定 第一节营业税的有关规定 第六条在佛山市内提供建筑业劳务的单位和个人，为建筑业营业税的纳税义务人(以下简称纳税人)。 建筑安装业务实行分包的，以总承包人为扣缴义务人。 境外单位或者个人在境内提供"建筑业"应税劳务但在境内未设经营机构的，其应纳税款以代理者为扣缴义务人；没有代理者的，以受让者(即建设单位或总承包单位)为扣缴义务人。
第七条建筑业营业税的营业额为建筑安装企业从建设单位所收取的工程价款及工程价款之外的各种费用。 (一)工程价款=直接费+间接费+计划利润+税金 直接费，是直接耗用在建筑工程和设备安装工程上各种费用的总和，包括人工费、材料费、施工机械和其他直接费。 间接费，是耗用在建筑工程和设备安装工程上除直接费以外的费用总和，由施工管理费和其他间接费组成，包括管理人员工资及工资附加费、劳动保护费、教育经费、办公费、差旅费、固定资产和行政工具用具使用费、利息、临时设施费、劳动保险费和施工队伍迁移费以及其他间接费。 (二)纳税人从事建筑、修缮、装饰工程作业和其他工程作业，无论与对方如何结算，其营业额均应包括工程所用原材料及其他物资和动力的价款在内。 (三)建筑业的总承包人将工程分包给他人的，以工程的全部承包额减去付给分包人的价款后的余额为营业额。 (四)施工单位向建设单位收取的材料差价款、抢工费、全优工程奖和提前竣工奖，应并入计税营业额征收营业税。由于工程质量问题而发生企业向建设单位支付的罚款和因延误工期所造成的损失，不能从营业额中扣除。 (五)自建自售建筑物，其自建行为视同提供应税劳务，应征收建筑业的营业税，营业额应根据同类工程的价格确定；没有同类工程价格的，按下列公式核定计税价格：计税价格=工程成本×(1+成本利润率)÷(1-营业税税率) 我省规定成本利润率为10%。 (六)包工包料、包工不包料工程一律按包工包料工程费全额征收营业税。 (七)从事安装工程作业，计税营业额不包括设备价值。计税营业额不包括的设备有：通信线路工程和输送管道工程所使用的电缆、光缆和构成管道工程主体的防腐管段、管件(弯头、三通、冷弯管、绝缘接头)、清管器、收发球筒、机泵、加热炉、金属容器等物品。 第八条总承包工程如属包工不包料或不包设备(包括合同注明包工包料或设备，但实际为包工不包料或设备的，下同)，建设单位应将未含在发包工程结算价款中所耗用原材料、其他物资设备和动力的价款书面告知(格式附后)总承包单位，总承包单位应把建设单位提供的物耗价款并入营业额计算营业税，但第七条第7款规定的计税营业额不包括的设备除外。 第九条纳税人销售自产货物提供增值税劳务并同时提供建筑业劳务征收流转税按以下规定划分： 纳税人以签订建设工程施工总包或分包合同(包括建筑、安装、装饰、修缮等工程总包和分包合同，下同)方式开展经营活动时，销售自产货物、提供增值税应税劳务并同时提供建筑业劳务(包括建筑、安装、装饰、修缮、其他工程作业，下同)，同时符合以下条件的，对销售自产货物和提供增值税应税劳务取得的收入征收增值税，提供建筑业劳务收入(不包括按规定应征收增值税的自产货物和增值税应税劳务收入)征收营业税： (一)必须具备建设行政部门批准的建筑业施工(安装)资质； (二)签订建设工程施工总包或分包合同中单独注明建筑业劳务价款。 凡不同时符合以上条件的，对纳税人取得的全部收入征收增值税，不征收营业税。 以上所称建筑业劳务收入，以签订的建设工程施工总包或分包合同上注明的建筑业劳务

佛山市地方税务局印花税核定征收管理办法 第一条为加强印花税征收管理，规范印花税核定征收工作，保障国家税收收入，保护纳税人合法权益，根据《中华人民共和国税收征收管理法》（以下简称《征管法》）及其实施细则、《中华人民共和国印花税暂行条例》（以下简称《印花税条例》）及其实施细则、《国家税务总局关于进一步加强印花税征收管理有关问题的通知》（国税函〔2004〕150号）规定，结合佛山市实际情况，制定本办法。 第二条核定征收印花税是指税务机关对不能完整、准确提供应税合同及凭证，不能据实确定实际应纳税额的纳税人依法按其实际发生的相关收入或成本，参考纳税人各期印花税纳税情况及同行业合同签订情况，确定相应的比例作为纳税人印花税计税依据，并据以计算缴纳印花税的一种税款征收方式。 第三条印花税核定征收的应税凭证范围是《印花税条例》中所列举的购销合同、加工承揽合同、建设工程勘察设计合同、建筑安装工程承包合同、财产租赁合同、货物运输合同、仓储保管合同和技术合同或者具有合同性质的凭证和产权转移书据。 第四条印花税核定征收办法遵循依法计征、公平合理、简便效率的原则。 第五条印花税核定征收管理工作由印花税纳税人或委托代
