How can a teen be convinced to stop smoking—or persuaded never to take up the habit at all?

Those questions became even more crucial last week when the Centers for Disease Control and Prevention reported that tobacco use among teenagers increased by nearly one-third in the last decade. In 1994, 27.5% of teens used cigarettes, smokeless tobacco or cigars. In 2004, 36.4% did.

Teens have their own issues, their own pressures. What works for adult smokers may not work for adolescents.

To survey the teens, the questions must be carefully phrased because "teens get turned off if you ask them a lot of direct questions", says April Roeseler, a health educator and chief of local programs for the Tobacco Control Section of the California Department of Health Services, which runs the California Smokers' Helpline. With teenagers, counselors aim to be more conversational.

The first phone call generally takes about 45 minutes, with discussion about why the teen began smoking and the extent of the habit. In the next few weeks, the counselor sets up additional telephone appointments, with up to a total of eight sessions.

Now 260 teens who have participated in the program are being followed, says Lester Brown, assistant professor of family and preventative medicine at the UC San Diego School of Medicine and the principal investigator for the project. Researchers want to see whether the teens who quit remain

non-smokers.

"Things are looking promising," he says, but he could offer no success-rate figures.

The United Nations International Labor Organization, or ILO, has launched a yearly event to help end child labor around the world. The first "World Day Against Child Labor" was held on June 12th. The ILO organized the day to help spread the message that child labor remains an international problem.

Officials plan to hold the event every year to increase support for an international campaign against child labor.

Almost 250 million children between the ages of five and seventeen are forced to work. That represents one of every six children around the world. Seventy-five percent of them, namely over 180 million children are doing dangerous jobs.

The ILO is working with governments to end the worst forms of child labor. These forms of child labor threaten children's physical and mental health, such as illegal sex trade, illegal drug trade, wars, etc. The ILO says the worst forms of child labor are found everywhere in the world. Both boys and girls are equally at risk. Most child laborers are forced to work in farming areas in parts of Asia and Africa.

There are many reasons for child labor. They include political conflict, poverty and economic problems. For example, officials say many family businesses use children when they cannot pay adult workers. Illegal child labor continues because of a lack of law enforcement.

The ILO says that any effort to end child labor requires direct action at the local, national and international levels. Officials believe it is possible to end the worst forms of child labor in twelve to fifteen years. However, before this can happen, countries must decide to act on this problem. The first step is for governments to accept special programs with time limits to reduce and finally end child labor.
