外来车辆进出管理制度1 外来人员和车辆进出施工现场管理制度 1.目的依据 为保证施工现场生产安全、有序，维护企业和从业人员利益，保障对外来人员和车辆的安全，规范施工现场对外来人员和车辆的进出管理，制定本制度。 2.适用范围 本制度适用于公司范围内各基层单位所有项目经理部对外来人员和车辆进出施工现场的管理。 外来人员是指政府及相关单位领导、参观人员、客户，以及临时办事的人员。 外来车辆是指上述外来人员驾驶或乘坐的车辆。 3.工作职责 3.1公司安全生产部负责会同保卫部制定、修订并解释本制度； 3.2各基层单位负责督促所属项目经理部贯彻执行本制度。 4.管理要求 4.1外来人员和车辆需进出施工现场时，负责联系或接待的本项目经理部相关人员应到工地或驻地大门口接送，并到门卫值
班室办理出入登记，领取和返还临时出入证及安全提示卡。 出入登记内容应包括外来人员人数、车牌号码、进出时间，联系或接待人签字。 4.2负责联系或接待的人员应向每一位外来人员分发临时出入 证及安全提示卡，并负责提醒注意遵守安全提示卡所规定的相关事项。安全提示卡应提示外来人员必须遵守以下规定： 4.2.1自觉听从施工现场人员的指引，接受有关安全教育和交底； 4.2.2正确佩戴和使用安全帽等相关劳动防护用品； 4.2.3未经施工现场人员允许，严禁擅自进入危险作业区域及重要办公和涉密场所； 4.2.4未经项目经理部批准，严禁擅自使用现场生产设备或私接管线，严禁进行动火作业。 4.3对于需要进入施工作业区域的临时外来人员，负责联系或接待的人员应向其告知施工作业区域存在的危险、危害因素，以及注意事项，提供安全帽等必要的劳动防护用品，并陪同其从安全通道或指定的路线行走。 4.4负责联系或接待的人员，应对其陪同的外来人员在施工作业区域的安全负责。 4.5外来车辆进出工地或驻地大门时，驾驶人员应自觉接受
