电放时为什么要货主和货代的两份保函？ 因为正本提单是实际上的货物凭证,提货人只要拿到了船司的正本提单就一定提得到货. 当船司答应电放提单时其实收货人就承担了货被正本提单提走的可能.一旦真正提货人提不到货将起诉船司,船司为了保全自己,所以在一开始客户或货代要求电发时就要求客户写保函自己承担货物有可能被提走的可能. 这是船司要货代签保函的真正目的啦,而船司要求货代提供保函,货代则将它转到了要求电放的shipper身上,让shipper自己承担.所以要两份保函 为什么只接受非银行指示的电放申请 TEL-RELEASE 电放提单 电放就是指根据发货人的申请，船公司在始发港收回三份正本提单，收货人不出示正本提单，凭提单传真件在目的港换单。 对于进口做电放的提单，国内的操作通常是国内收货人需要持盖章的提单传真件和电放保函去目的港代理处换单。 一般情况下发货人是通过银行提交提单或由发货人直接将提单寄给收货人。由于提单是货物所有权的凭证，因此收货人只有拿到正本提单后才可以提货。但在近洋运输如从上海到日本或韩国时，由于船期很短，这时如果通过银行或邮寄提单时可能货已到港而提单却还未到，为不影响收货，收货人会要求发货人将提单电传、传真或E-mail到发货人，发货人不需要正本提单，货物到港后收货人凭提单传真件就可以提货。因此所谓电放就是凭电子的、电传的或传真件放行的意思。 提单电放在办理时，先与船公司联系，通知其提单需要电放。这样船公司就可以通过电报指示目的港的代理机构可以凭传真件提货。电放手续最好是在未出提单前办理，这样船公司不用出具正本提单；如果已经出具正本提单，则需要将全套的正本提单交回船公司，然后船公司才会办理电放提单的手续。另外，办理电放时船公司会要求发货人出具一份保函（船公司或货代均有其固定的格式），保证电放造成的一切问题与其无关。电放时需要另交100~200元的电放费。 由于电放后发货人将不再掌握货权，因为办理电放前一定要确认发货人能够安全收款，否则极易造成钱货两空的局面。

如何电放提单 把签到手的正本提单交还给你货代，然后根据要求出电放保函，盖SHIPPER公章，然后货代会做电放，同时你可以要求你货代在电放后，给你一张盖SURRENDER 章的提单COPY件，作为电放了的凭证，然后传真给你客户。请他查收 电放就是发货人把正本的提单还给发货人所在地的船公司，让所在地船公司发一份EMAIL 到目的港船公司，通知目的港船公司此票货物已经电放.目的港客人不需要拿着正本的提单,只需拿着发货人所在地船公司所给的电放单去提货就可以了. 提单电放就是电报放货。国外的承运人保留全套正本提单，并通知在目的港的代理,收货人可凭加盖正本公章的提单复印件和保函换单提货。 电放的英文表示方法：cable release和telex release等。举例如下：一般船期很短的，比如日本的港口，如果要船公司出正本提单的话，签单要1-2天，再寄给出口商1天,出口商再寄客户，用DHL要2-3天,这样算来，船会早于提单到,只能做电放单。提单、发票、箱单都只要传真件就可以了。 “SURRENDER”不是电放的意思，一般以图章的形式盖在正本或副本提单上，因为做电放发货人是要交回全套正本提单的，为了防止此套正本提单再流出，所以盖上SURRENDER的章以示作废，或者发货人根本没签正本提单，则签发盖有SURRENDER章的副本提单，用作提货或结汇。 电放意思很简单－CARGO RELEASE，就是直接让船公司通知目的港代理放货，而不需要正本提单。船公司方面想怎么通知都行，邮件啊，传真没什么特定形式，为省钱多数用邮件，赶时间的多数是传真。 但是必须注意的是，电放也就意味着客户可以不凭正本提单提货，不凭正本提单提货，如果你是采用D/P和信用证结算，就无法得知客户是否已经向银行赎单，是否付款。这时候如果你什么都不想，看见客户要求就马上电放可就麻烦了。 我现在只见过两种情况客户要求电放：一个是到东南亚的货物，航期10天左右，货物已经快要抵港而单据却因为等提单，做单，审单加上节假日拖延等因素还没到。另一个是某些港口不接受货代提单，只接受船东单，因此客户手持正本提单却提不到货。 第二种情况好处理，客户说是拿的是正本提单，那只要查一下银行，拿到正本应该是已经赎单的，款到帐上那就直接电放吧。如果款没到帐，而客户又称已付了款，又没法查证，那就不一定需要开电放单，可以要求我们这边船公司通知那边代理，可以凭正本提单提货，怎么解释是船公司的事，只要客户拿的事正本提单，即使款还没帐也不用担心了，风险已经转移到了银行身上。（电放单定义其实也没这么复杂，只是船公司通知代理放货而已，让他们改改措辞就行）。 第一个情况有些复杂，同样的如果款到帐或是TT结汇，那直接电放也行。最担心的是款没到，单据也没到，可能N个人有N个处理方法吧，换了是我，还是风险第一，一般是不会让船公司开电放单的，特别是东南亚客户，绝不轻易在款没到帐的情况下电放。如果是

海运提单(Marine Bill of Lading or Ocean Bill of Lading)，或简称为提单(Bill of Lading, B/L)，提单作为对外贸易结算的重要单据之一，已在实际 业务中使用多年，现已成为国际结算中的一种最重要的单据。为规范提单的使用， 与之有关的国际货物运输的国际公约就又有三个：即 (1)海牙规则(Hague Rules) (2)维斯比规则(Visby Rules)(3)汉堡规则(Hamburg Rules) 其作用也在许 多教材和论文得到广泛论证。 随着国际贸易的发展，以及集装箱班轮运输的普及和集装箱运输技术的进步，传统的国际结算方式已不能与之适应，国际贸易界亟需一种快捷的方式取代传统冗 长的结算方式。“电放”提单以其方便与快捷的优点在贸易实践中被广泛应用。 一、“电放”提单的概念 “电放”(telex released，released B/L by telegraph，surrendered on)是电放提单、电子放单或电子放货的简称，目前在航运界对此还没有统一的定义。一般有以下解释：1。“电放”是指货物先于单据到达进口方，进口方为不因货物产生滞港费用而先行提货，而要求卖方至电船公司，凭这个卖方出具的“准予买方先凭副本提单提货”的电文（传真或电传），先行提货的行为。 2．“电放”是在应当签发或已签发正本提单的情况下，货代公司根据或托运人要求，向船公司提出申请，在不签发正本提单或收回已签发的全部正本提单前提下，以电子邮件、传真、电报等方式通知其在目的港的代理，将运输的货物交付给提单上载明的收货人。 二、“电放”产生的背景 我们知道，在传统的结算方式和运输方式下，在货物装船、船公司签发提单的情况下，通过银行传递单据，收货人必须付清所有应支付费用，方能取得正本提单然后在卸货港取得提货单(Delivery Order，D/O)，提取货物。 “电放”提单的流通，是起源于近洋航线的。因为在信用证结算方式或托收方式下，单据要经过通知行（托收行）和开证行（代收行）不少于14天的工作日，加上单据在途时间，很难在短期内到达收货人手中。在远洋航线中时间由于比较充足，这个矛盾不算突出。，但在近洋航线运输中，船舶航行时间,从上海港到香港2－5天,日本2-3天,釜山2天,新加坡7天左右。而托运人将货物装船结束到取得提单再送银行议付,一般情况需3-5天，再加上银行工作日和邮程，即使效率再高，近洋地区的收货人也很难在一个星期内收到全套单据，如果在某一个环节发生延迟或差错，时间就会更长。这样就出现了货到卸货港后，收货人不能及时提货的情况，如果遇到行情变化，收货人可能损失惨重。由于近洋运输时间基本上都短于单据流通时间，因此收货人要求不通过银行直寄正本提单而就是为了能及时提货，避免造成延期提货。从平等互利的角度看，收货人的要求并不过分。只要买方资信情况良好，在做好安全收汇的准备工作后，直寄正本提单是可行的。而“电放”提单的速度比直寄正本提单还快，收货人的保障更高，在买方市场情况下，“电放”提单就应运而生了。 三、“电放”的使用 托运人申请电放，通常要其出具公司保函。（见附件）保函的内容通常有：托运人的名称、船名及航次、提单号码、开航日及货代无条件免责条款。当承运人同意电放后，有的出具电放信，有的给出一个电放号（如密码一样，为阿拉伯数字或英文字母）。 如果船公司还没有正式出正本提单，那么就让托运人（这里是你们的工厂）向船公司申请做“电放”，并办理相关的手续——向船公司出具“电放保函”。 如果正本提单已经出来，也可以办理“电放”，所不同的是需要将全套正本提单如数退还给船公司，其它手续与前面说的一样。 不同情形下电放提单的操作： （一）不签发任何提单
