第一章工程概况

一、工程概况

1.项目名称:明珠广场绿化园林工程项目监理

2.建设单位:蚌埠市淮上区人民政府

3.工程地点:蚌埠市淮上区明珠广场

4.建筑规模:明珠广场绿化园林工程绿化面积8万平方米,造价投资约7000万元;本工程主要内容有:园路工程、广场石材铺装、建筑小品、绿化种植、景观照明、排水等工程。

5.工期控制目标:监理时间要求:施工阶段监理期与施工工期同步,计划施工工期约为150日历天,计划开工时间以招标人的开工令为准。工程完工后,经验收合格并交付全部竣工资料,项目竣工备案手续完成并交付使用保修期满,监理任务结束。

6.质量控制目标:符合国家相应工程规范、标准的要求,质量等级为合格。

7.安全生产控制目标:达到《建筑施工安全检查标准》(JGJ59——2011)规定的合格标准。

二、实施难点及监理工作重点

经认真研究本工程招标文件及其有关资料,踏勘工程区域的环境情况,结合我公司以往监理市政公用工程及绿化工程工作的经验,对本标段工程实施难点及监理工作重点作以下综合分析,对于常规的安全、质量、进度、投资、信息档案、组织协调和文明施工等监理重点工作将在相应章节中详细论述。

(一)前期准备工作的实施难点及监理工作重点

1、本工程占地面积大,平面布置困难,前期准备阶段涉及的问题多,监理工程师必须认真审查施工现场平面布置情况、主要项目或主要分部分项的施工方法及措施、施工单位的质量保证体系,施工进度计划的编制及总工期保证措施,施工计划管理与协调,安全于文明施工措施等,对发现的问题要提出修改补充意见使之全面、可行;

2、绿化工程的图纸会审不同于一般建筑工程的会审,涉及到施工组织、工艺做法、

材料选择等多方面,各专业发生碰车现象很多。总监理工程师必须协助甲方组织设计、施工、材料供应等各方面进行图纸会审,解决图纸中存在的碰车、遗漏、差错的问题和各专业交叉施工的矛盾,使设计文件的可行性能够最大程度的得到保证,使施工图日趋完善,尽可能的减少设计变更,减少因设计变更给工期和过程造价带来的损失;

3、总监理工程师要组织各专业监理工程师认真按设计文件和监理规划、监理实施细则进行监理程序的交底,针对各部位的施工方法,工艺要求和质量标准,制定监理控制要点,进行质量预控,使相关人员知道干什么、怎么干、标准是什么,交叉协调内容是什么,确保施工质量。

(二)施工过程的实施难点及监理工作重点

施工过程的实施难点和监理工作重点主要有:绿化工程、建筑小品与园路、广场工程、绿化给水工程、景观照明工程、雨季施工及施工安全管理。

1、绿化工程的实施难点及监理工作重点

凡绿化种植工程,施工前监理部应会同施工单位到现场核对设计图的平面和标高,如图纸与实际不符,监理部应及时向建设单位(业主)报告,建设单位提请设计单位作变更设计;

调整或清除原有的植物,保护性的植物,不得随意处置,必要时经建设单位同意,可移出原绿地中的植物;

施工放样定位时发现树穴中地下管线或上方架空线时,施工必须按规范避让,另选点位,同时填报变更单,经监理及设计单位认可,并报建设单位同意后方可施工。

土方开挖要根据施工现场现状及设计要求,地形整理应做好土方平衡,先挖后填,表层熟土和深层生土分类堆放,在满足设计要求的土质的前提下,尽量减少客土的回填,节省工程投资和给取土地点带来的环境破坏。地势整理要求地面坡度与区域排水趋向一致,确保绿地内雨水自然径流至道路。土壤沉降可结合自然降水、分层压实和人工灌水等方式。在回填的种植土中加入适量的改良土壤等,以改善土壤状况,为植物生存提供有利条件。

植物的栽种与移植要严格按照植物生长规律,科学合理的安排施工和养护,确保植物的成活率。

2、建筑小品、园路、广场等工程的实施难点及监理工作重点

(1)场地平整与清理施工前需督促完善场地移交相关手续。按设计或施工要求范围和标高平整场地,将土方弃到规定区域;施工红线内(关键为主园路、广场)影响工程质量的软弱土层、淤泥、垃圾、草根、耕植土,应分情况采取全部挖除或设排水沟疏干等方法进行处理;平整清理场地前、后均需对地形进行测量,其测量数据需几方签字认可后方可作为平整、清理场地工程量计算的依据。

(2)开挖基坑时,为了防止地下水的作用造成基坑失稳等不良现象发生,施工排水方案必须经过几方论证通过后方可实施;降低地下水的方法,应根据土层的渗透能力、降水深度、设备条件及现场特点综合选定;采用机械在基坑内挖土时,应采取措施使水位降至河基坑底面50cm以下,方可进行土方开挖;

(3)布点放线应依据设计图,确定道路、广场、建筑小品、景墙、挡墙的平面位置,在满足设计和规范要求的功能的前提下,综合考虑景观艺术效果,确保与周边构筑物衔接自然。由于景墙、挡墙不但是防护构筑物,同时它丰富立面层次,增强景观的艺术效果。所以放线结束后宜通知相关人员到现场踏看、调整,确保景观艺术效果。

(4)挡墙后背土方回填需待挡墙主体强度达到70%以上时方能回填,回填土采用人工夯实,禁止压路机碾压。禁止回填耕植土、膨胀性土和高塑性土等不合格土。

(5)置石种类必须符合设计要求,每批石料到达工地,都应进行验收。要根据设计构思和造景要求对置石的质地、纹理、石色进行挑选,山石的块径、大小、色泽应符合设计要求和叠山需要。湖石形态宜“透、漏、皱、瘦”,其它种类山石形态宜“平、正、角、皱”。各种山石必须坚实,无损伤、裂痕,表面无剥落。特殊用途的山石可用墨笔编号标记。

(6)地基基础工程应注意园林绿化工程的特点,严格控制和防范基础坐落在到持力层上、地基长期被园艺用水浸泡造成不均匀沉降等质量通病的发生。

(7)石材装饰工程要严格控制面砖的色差、几何尺寸、平整度、吸水率等,当设计对粘贴效果未明确时,要做样板确定。粘贴饰面石/砖用的胶粘剂和基层表面处理剂的质量必须符合要求,表面的平整度及空鼓情况必须符合规范要求。道牙的弯角接点必须圆滑、严防高低错落。

3、绿化给水工程的实施难点及监理工作重点

(1)给水管道的管材、配件必须符合设计要求,管顶的覆土要求不低于设计要求。

(2)穿越道路部位应采用钢管套裹保护,绿化给水管沿道路铺设,每隔15m~20m设一个绿化喷嘴。

(3)管道必须按设计要求进行水压试验,试验压力不低于设计要求。在试验压力下稳压1小时压力降不大于0.05MPa,然后降至工作压力进行检查,压力应保持不变,不渗不漏。

4、景观照明工程的实施难点及监理工作重点

(1)景观照明必须有现场临时用电施工方案,施工人员必须持证上岗。

(2)配电柜、控制柜及动力,照明配电箱(盘)、电线、电缆导管、照明灯具及附件必须有完善的质量保证资料和技术文件。

(3)保护接地和防雷接埋深不少于1m。

5、雨季施工的实施难点及监理工作重点

(1)督促施工单位建立、制定雨季施工措施方案及大雨、暴雨、防洪等的现场应急方案。

(2)及时掌握气象信息,合理安排工序,指导施工工作。

(3)制定边坡开挖保护方案,做好开挖后的安全保护工作,防止边坡垮塌及安全事故的发生。

(4)施工现场配备足够的抽水设备及应急材料,如沙袋、雨篷等,做好雨季的防雷、防电、防漏工作,做好雨季中的现场材料的保护工作,保证施工正常进行。

6、施工安全管理的实施难点及监理工作重点

(1)土石方施工的机械设备必须按照设备技术性能、承载能力和使用条件等要求,正确操作,合理使用,严禁超载作业或任意扩大使用范围。

(2)机械设备进场前,应对现场和行进道路进行踏勘,不满足通行要求的地段应采取必要的措施。

(3)作业前应检查施工现场,查明危险源。机械作业不宜在有地下电缆或燃气管道等2m半径范围内进行。

(4)作业时操作人员不得擅自离开岗位或将机械设备交给其他无证人员操作,严禁疲劳和酒后作业。严禁无关人员进入作业区和操作室。机械设备连续作业时,应遵守交接班制度。

(5)夜间工作时,现场必须有足够照明;机械设备照明装置应完好无损。

第三章工程项目建设监理范围、目标及工作内容

一、监理工作范围

明珠广场绿化园林工程项目监理的质量控制、进度控制、投资控制、安全控制,进行工程建设合同管理,协调参建各有关单位间的工作关系,向业主提交完整的监理档案资料;参与工程的交工和竣工验收、工程决算。包括但不限于土建工程、市政道路工程、园林绿化工程、配套给排水工程、装饰工程、景观照明电气工程等设计范围内的工程施工全过程监理及工程保修期内的维修监理等全部工作。

二、监理工作目标

监理工作要以本项目利益为核心,力求全面完成监理合同中的所有委托内容,通过全过程、全方位的监理工作,使项目达到业主要求的标准。各分项工作目标如下:

1. 质量控制目标:

监理质量控制目标就是把项目实体、功能、使用价值以及使用者的满意程度都列入质量目标管理范畴,在工程项目开始之前,有明确的目标、制定措施,确定工作流程,选择方法、落实手段,重点做好对施工单位人、机械、材料、方法、环境等控制,然后在实施过程中,及时发现和预测问题并采取相应措施加以解决,严格执行检查和验收制度,找出质量问题并及时要求施工单位整改,最终达到本工程的质量要求等级。全部工程质量符合现行国家验收标准,实现业主要求的质量目标。

2.进度控制目标

以签订的工程建设施工合同为依据,监理进度控制工作以完成上述进度安排,工程按期交付使用为目标。通过审核承包商的施工网络计划,监督施工进度的实施,及时督促承包商调整进度计划,控制各阶段工期;同时配合业主,力求在科学合理的前提下,提出最
