This article is about where, on a scale of corporate greening, is MEC located? Personally speaking, I hold the believe that the scale of MEC is sustainable development. “Sustainable Development” is definite that “Meeting the need of the
present without compromising the ability of future generations to meet their own needs”(Brundtland, 1987). As the introduction of MEC in official webside, “as a business- and as people – we operate with integrity and show respect for each other and the environment. For over 40 years we?ve been dreaming big and demonstrating the best of what business can be in our society” . In this study, to confirm my opinion about the Scale of MEC from several sides. First of all, MEC?s Vision, Philosophy and Objectives. Secondly, MEC?s Policies and Practices. Lastly, MEC?s Sustainability Commitments.
MEC?s Vision , Philosophy and Objectives
MEC?s Vision is to become “an innovative, thriving co-operative that inspires excellence in products and services, passion for wilderness experiences, leadership for a just world, and action for a healthy planet”(Sam, Esakin,C, & Pappin, 2012). In 2010 and 2012, MEC was regarded as the “Best 50 Corporate Citizens” by Corporate Knights, which seeks to provide leadership in sustainability, setting benchamarks in the outdoor retail industry.
MEC?s philosophy is “anchore in its operations, conducting business ethically and with integrity, respecting and protecting the natural environment while promoting personal growth”(Sam, Esakin,C, & Pappin,2012). Though the following strategic goals, MEC insists its sustainability principles and recognizes the limits to the carrying capacity of the planet, finding that health economy and society environment require a healthy , function and vibrant planet to thrive.such as “reducing material waste”, “Improve energy, water and carbon footprint”, “increase the culture of outdoor recreation” and “accelerate systemic change towards environmental, social and economic sustainability in the marketplace”.
As a commercial entity, MEC?s objective is “to provide highly durable and quality outdoor products and services and promote activities that enhance access to parks and other recreational facilities within the context oof a thriving environment”(Sam, Esakin,C, & Pappin,2012). MEC is an active player in sustainable development. Firstly, MEC will encourage members to lead healthy and active lives and to become stewards of the natural environment. Besides, it also promote wilderness conservation and responsible use of outdoor and recreational resources. Most importantly, MEC reduce the social and environmental impacts of products, services and operations, which is most effective and effient way to protect our environment. There are an example about MEC reducing social and environmental impacts. As we all know, Polyvinyl Chloride(PVC) is an unenvironmental chamical substance. The PVC products can leak dangerous additives and are difficult to recycle and mostly end up in landfills. However, PVC was in favor of a huge amount of manufacturing company, resulting from the fact that its cost is low. Insteading of using PVC as raw materials, MEC require products?s raw materials must be natural and human-made, which is biodegradable and harmless to human body. This method for MEC is not maximum profit. MEC can earn more beneficial thought unenvironmental and non-sustainablily development measure, but they don?t do that. MEC insist its objectives and philosophy, builting an sustainable development retail sector, which ought to be respect by all of us.
MEC?s Policies and Practices
Success requires strategic planning that is process-oriented and incremental in scope. Since its inception, MEC appears to have in corporated the “Triple Bottom Line” into its operations and continue to expand the scope of its sustainability activities. We will talk about key elements of MEC?s sustainability policies and programs are discussed as follow.
Product Design
MEC?s policy advises “MEC does not design or buy products or use technologies that have unacceptable impacts on the environment” and “MEC also does not buy or design products specifically for motorized activities, neither does it design , make or
source products intended to kill or harm animals”(Sam, Esakin,C, & Pappin, 2012). What?s more, the products design which make by MEC not only use investigation of material requirements and anlysis of the influences of materials on the environment,
but also consider end use of the products and make recycling an integral part of the product design process. Therefore, 100% organically grown cotton in its brand clothing, which has eliminated PVC.
Carbon Footprints
Thought developing an Energy Master Plan (EMP)which provides a framework for making sound energy management decisions, MEC deeply reduce its carbon footprint down. MEC?s policy advises to “phase out ozone-depleting substances from its heating and cooling systems was adopted” , which leading to the innovation of a greenbuilding program based on the “4R” principle: “Reduce, Reuse, Recycle & Rethink”.
By the way, MEC not only pay more on attantion on control products quantity, but also require their employee having same mentality about protecting the world. For example, MEC claim it has a policy to “encourage the use of less polluting means of transportation to and from work by staff”. Providing no car parking for emplyees and pricing bike commuting by staff, all this method lead to the dates as follow. In 2010, 81% of staff took alternative modes of transportation (including biking walking, use of public transport and carpooling) to work with only 18% driving to work in single-occupancy vehicles.
Waste Management
MEC?s waste management strategy started with analysis of its waste stream covering a period of five years.thought conducting waste audits every year, MEC can estimate the amount of waste it generates with the help of a third party.
Based on MEC reports, “it uses chemicals with the lowest negative impact on the environment, such as non-chlorine bleach, minimizes the use of dark dyes which tend to have greater impact, and ensuring effluents are treated”. Further more,” To promote responsible waste m anagement, a product …take-back? program at the store level was put in place”. All this methods mentioned above, which can help MEC taking back 1.16 tonnes and 1.3 tonnes of batteries at certified take back facilities in 2010 and 2011.
MEC?s Sustainability Commitments
“Mountain Equipment Co-op(MEC) is Canada?s leading supplier of quality outdoor gear, clothing , and services aimed at helping people enjoy the benefits of self-propelled wilderness-oriented recreation. Founded by six people in 1971, MEC now has over three million members, making it the largest consumer co-op in the country”(Bains, 2009)
It is under this background, MEC?s Sustainability Commitments is about how to make the business, product, comsumption and local economy more sustainability.there is an example about it. MEC will provide a safe and respectful workplace where its employees are highly valued, treated fairly and encouraged to make a difference. Furthermore, in order to improve quatity of employees , MEC have a specific site for emplyees to write down what they do in the co-op and what they need to do it well.
Personally speaking, I think this is an wonderful idea for employees to plan job schedule and improve personal ability.

中国海关的通关制度和海关业务制度改革 中国海关的工作职责和任务是依据《中华人民共和国海关法》和其他有关法律、行政法规的规定，监管进出境的运输工具、货物、行李物品、邮递物品和其他物品，征收关税和其他税、费，查缉走私，并编制海关统计和办理其他海关业务。 一、中国海关通关制度的基本程序 （一）中国海关通关制度的法律依据 《中华人民共和国海关法》是中国海关执法的基本依据，《海关法》规定：进出境运输工具、货物、物品，必须通过设立海关的地点进境或者出境。进口货物自进境起至到办结海关手续止，出口货物自向海关申报起到出境止，过境、转运和通运货物自进境起到出境止，应当接受海关监管。中国海关根据《海关法》和国家有关进出口的政策、法律、规定，监督管理货物和运输工具的合法进出，检查并处理非法进出、逃避关税等走私违法活动。海关监管货物，未经海关许可，不得开拆、提取、交付、发运、调换、改装、抵押、质押、留置、转让、 移作它用或者进行其它处置。 中国海关对进出境运输工具、货物、物品管理的基本要求主要有几点： 1. 依法如实申报的原则。即任何进出境的运输工具、货物、物品在进出境时，均向海关进行真实、准确、完整申报，海关接受申报后，方 可进行进出境活动。 2．接受海关监管的原则。在海关未放行之前，一切活动均在海关监管之下，有关货物的各项活动应经过海关的准许，必要时应接受海关 查验。 3．海关放行后提取的原则。只有在海关按国家各项规定对申报情况和货物情况进行审核、查验，并征收相应税费后办理放行手续，货物所有人、运输工具负责人方可对其采取下一步处置措施——进境或出境。 （二）中国海关通关制度的基本程序 中国海关通关制度的基本程序是：申报、查验、征税、放行。 1.一般规定 申报： 进口货物向应当由收货人在货物的进境地海关办理海关手续，出境货物应当由发货人在货物的出境地海关办理海关手续。经收发货人申请，海关同意，进口货物的收货人可以在设有海关的指运地、出口货物的发货人可以在设有海关的启运地办理海关手续。上述货物的转关 运输，应当符合海关监管要求。 进出口货物，可以由进出口货物收发货人自行办理报关纳税手续，也可以由进出口货物收发货人委托海关准予注册登记的报关企业办理报关纳税手续。进出口货物收发货人、报关企业办理报关手续，必须依法经海关注册登记。 进口货物的收货人、出口货物的发货人应当向海关如实申报。办理进出口货物的海关申报手续，应当采用纸质报关单和电子数据报关单的形式，两者具有相同法律效力。经海关批准，进出口货物收发货人或报关企业可以EDI方式办理申报、纳税及其他海关手续。进口货物的收货人应当自运输工具申报进境之日起十四日内，出口货物的发货人除海关特准的外，应当在货物运抵海关监管区后、装货的二十四小时以前，向海关申报。进口货物的收货人超过前款规定期限向海关申报的，由海关征收滞报金。进口货物的收货人经海关同意，可以在申报前查看货物或者提取货样。需要依法检疫的货物，应当在检疫合格后提取货样。 国家限制进出口的货物，应在向海关递交报关单的同时，交验进出口许可证件和有关单证。 查验： 进出口货物应当接受海关查验。所有进出口货物、运输工具、旅客行李物品、邮递物品，除经海关总署特准免验外，都应由进境地海关或转关运输的启运地、指运地海关进行查验。海关查验一般有单证查核、外形查验、开箱抽样查验以及通过技术设备进行查验等不同方式， 根据情况和需要，采取一种或几种。 征税： 进出口的货物、进出境物品，由海关按照《中华人民共和国关税条例》、《中国海关关税税则》依法征收关税。进口货物的收货人、出口货物的发货人、进出境物品的所有人，是关税的纳税义务人。进出口环节海关代征税（增值税）的征收管理，适用关税征收管理的规定。进出口货物的完税价格，由海关以该货物的成交价格为基础审查确定。成交价格不能确定时，完税价格由海关依法估定。 进出口货物的商品归类按照海关有关商品归类的规定确定。中国海关采用世界海关组织（WCO）制定的《商品名称及编码协调制度》（HS）。

Answer: In a NAK only protocol, the loss of packet x is only detected by the receiver when packet x+1 is received. That is, the receivers receives x-1 and then x+1, only when x+1 is received does the receiver realize that x was missed. If there is a long delay between the transmission of x and the transmission of x+1, then it will be a long time until x can be recovered, under a NAK only protocol. On the other hand, if data is being sent often, then recovery under a NAK-only scheme could happen quickly. Moreover, if errors are infrequent, then NAKs are only occasionally sent (when needed), and ACK are never sent – a significant reduction in feedback in the NAK-only case over the ACK-only case. P23. We have said that an application may choose UDP for a transport protocol because UDP offers finer application control (than TCP) of what data is sent in a segment and when. a. Why does an application have more control of what data is sent in a segment? b. Why does an application have more control on when the segment is sent? Answer: a) Consider sending an application message over a transport protocol. With TCP, the application writes data to the connection send buffer and TCP will grab bytes without necessarily putting a single message in the TCP segment; TCP may put more or less than a singe message in a segment. UDP, on the other hand, encapsulates in a segment whatever the application gives it; so that, if the application gives UDP an application message, this message will be the payload of the UDP segment. Thus, with UDP, an application has more control of what data is sent in a segment. b) With TCP, due to flow control and congestion control, there may be significant delay from the time when an application writes data to its send buffer until when the data is given to the network layer. UDP does not have delays due to flow control and congestion control.

通关作业无纸化背景下的随附单证“瘦身”方案 【摘要】通关作业无纸化改革在全国海关试点开展已有半年之久，这些旨在促进海关通关便利化的政策的确提高了企业的通关效率。在此项全新的单证通关方式下，海关所规定的随附单证却于2003年以来未有新的改变，这也使得我国审单模式未有新的变化。本文将从申报时所需随附单证着手，合理大胆地精简随附单证，完善报关单，从而提高海关通关效率。 【关键词】通关；随附单证；精简；效率 【中图分类号】F752.5 【文献标识码】A 【文章编号】1672-5158（2013）04-0410-03 第一章通关作业无纸化改革背景下的随附单证现状 （一）通关作业无纸化改革 1.通关作业无纸化和无纸通关的区别 通关作业无纸化是指在进一步完善企业守法管理和优化风险参数管理的基础上，推进海关作业单证电子化、监管证件联网传输与核查、企业递交随附单证电子化，扩大税费电子支付应用面，推广报关单证暂存的进程。 无纸通关是指海关分类通关作业基本模式下，对“低风险快速放行”通道的报关单的单证管理方式，可分为“无纸通关、事后交单”和“无纸通关、单证暂存”。根据《海关总署关于开展报关单证企业暂存试点的公告》（公告[2010]59号），“无纸通关、单证暂存”的模式目前在全国海关试行。 需要明确的是，本课题中主要介绍的是通关作业无纸化。 2.通关作业无纸化改革的目的 当前，海关分类通关作业改革已进入整体推进的攻坚阶段。在事后交单、企业单证暂存试点的基础上，开展通关作业无纸化改革工作，主要目的是进一步挖掘改革潜力，改变目前以纸面单证为基础的现有通关作业模式，以电子数据替代纸质单证流转，逐步实现通关全过程无纸化作业，进一步“优化监管质量、提高通关效率、整合资源配置、缓解关员压力”，为实现“把好国门、做好服务、防好风险、带好队伍”（以下简称“四好”）提供有力支持和制度保障。

第四章三检表 一、“三检制”简介 1、水利工程施工中的初检 初检是在每一道工序或每一个单元工程完成后，应由班组的质检员（或班组长），按照工序或单元工程规定的检查（检测）项目逐项进行检查与检测，真实地填写单元（或工序）三检表（包括：检测仪器、检测方法、检测数据），由班组长复核、签字。 初检是保证施工质量的基础。通过初检，可以及时发现质量问题和质量缺陷，将其消灭在施工过程之中。对于无初检记录或记录严重不全或失实的单元工程（或工序）不能进入复检，应由责任班组长将其补充完善后才能进行复检。 2、施工队（项目部）复检 复检是在班组初检的基础上，由施工队（项目部）专职或兼职的质检员与施工技术人员一起对初检形成的单元（或工序）三检表及有关记录进行复核。 复检的主要内容是检查施工班组对单元工程的初检项目是否齐全，检验数据是否准确，检查结果与施工记录是否相符等等，并做好复检记录。凡发现有检查项目不全或达不到质量标准，要在复检时处理完善。 3、施工单位质检处终检 终检通常由施工单位的专职质检员与施工技术人员一起进行。终检的主要内容是检查经过复检后的单元（工序）工程的检验评定结
