现代物流与可持续发展在许多西方发达国家,现代物流不仅是一种成熟的理论,而且在实践中也得到了广泛的发展,并已成为一国经济发展的重要支柱。近年来,随着我国市场经济的建立和发展,各地兴起了发展现代物流业热潮。许多省、市把物流业作为新的经济增长点予以重点发展,并制订了相应的城市物流发展规划。然而,在目前这股物流热潮中,人们更多关注的是经济利益,无论从微观角度提出的物流是“第三利润源泉”,还是从宏观角度提出的物流是经济发展“加速器”的观点,都可以明显地看出这一倾向性。事实上,物流过程存在着巨大的“外部负效应”(Spillovers)。随着经济的发展,物流活动对生态环境的破坏越来越严重,如废气污染、噪音污染、资源浪费、交通堵塞、废弃物增加等等,这些后果在一定程度上违背了全球可持续发展战略的原则,客观上为我们探讨可持续发展背景下现代物流的发展策略提供了坚实而可靠的依据。但是,我国目前的物流研究还没有照亮这块“黑暗大陆”,对它进行系统而深入的研究正是本文唯一的出发点和潜力所在。本文以可持续发展理论为依据,以系统论为手段,分析现代物流系统的运行机理。并在综合考虑物流、经济、资源、环境等因素的前提下,从政府、行业协会、企业多角度探讨我国符合可持续发展原则的现代物流发展模式。在理论上,克服目前物流研究的“阻塞”现象,即改变原来由“资源——产品——废弃物排放”所构成的物质单向流动模式,而构成一种“资源——产品——再生资源”的循环物流系统。在实践上,建立起高效运行的环境共生型绿色物流系统,从而在经济系统和生态系统之间架起了彼此联系的“桥梁”,提高物流系统及整个供应链的经济效益、社会效益和生态效益,最终实现物流经济与环境的“双赢”。本文的主要内容和观点如下:(1)现代物流的形成与发展“物流”的概念起源于美国,最早使用的英语词汇为“Physical Distribution”,以后演变为“Logistics”,同时其内涵也在不断地变化与丰富,以适应物流活动发展的需要。今天,人们提到“物流”一词一般是指现代物流。所谓现代物流是指原材料、产成品从供应地到消费地以及相关信息有效流动的全过程。它将运输、仓储、装卸、流通加工、包装、配送、信息传递等活动有机结合起来,形成完整的供应链,为用户提供多功能的一体化服务。现代物流是流通的物质基础,是企业的“第三
