公共部门公文办公自动化创新管理

摘要：公共部门管理必须依托有效的管理手段，公文管理承载着信息传递和政策支持的重要职能，在公共
部门管理过程中尤为重要。研究作为公共部门代表之一的高校，其公文办公自动化也是管理创新的重要环
节。以北京航空航天大学公文办公自动化为案例，基于系统结构、功能、流程创新探索研究，认为北航公文自
动化系统已实现了公文管理实物流与信息流的统一，实现了资源、信息共享与协同，且在安全、保密制度建设
方面值得借鉴。在“互联网+ ”时代，公共部门公文办公自动化系统应积极优化信息服务方式，倡导多元合
作，协调资源配置，促进知识共享，推动公共部门创新管理。

Documents Office Automation of Public Utility and
Its Innovation Management

2015年3月，李克强总理在政府工作报告中首 次提出全面推进“互联网+ ”行动计划，网络化、信 息化、数字化既是各级政府、公共部门的行动目标，也是发展战略。公共部门是被国家授予公共权力，管理社会公共事务，配置公共资源，提供公共服务、公共产品和公共管理，以社会的公共利益为目标的 社会组织[1]，应当顺应时代发展潮流，抓住机遇，积 极运用信息通讯技术，创新互联网思维，改造业务流 程，提高公共服务水平，改善绩效。“互联网+”背 景下公共部门信息管理可划分为外部管理与内部管 理两个部分。外部管理包括对外信息发布系统，如 政务信息公开（公告公示、部门动态）、新闻报道、公 共服务、业务服务；内部管理主要包括公共部门内部 的公文办公自动化（O O f e Automation，O A)系统、人
