氯气生产使用储运安全管理规定（暂行）（2004） 第一条为了预防生产、使用、储运氯气过程中发生事 故，保护国家财产和员工的人身安全，确保安全生产。根据 国务院《使用有毒物品作业场所劳动保护条例》（国务院第 352号令）和《氯气安全规程》（GB11984-89）等国家法规、 标准特制定本规定。 第二条本规定适用于中国石油化工集团公司所属生 产、使用和储运氯气的企业事业单位。 第三条新建、改建和扩建的氯气生产、使用和储存装 置的安全、消防和预防氯气中毒的设施必须与主体工程同时 设计、同时施工、同时投用。 第四条生产、使用和储存氯气的作业场所，应设置固 定式检测报警器，配备移动式吸氯和抢修器材。并建立定期 监测制度，依法及时公示监测结果。氯气作业场所空气中氯 气含量最高允许浓度为1mg/m3。 第五条氯气作业场所应严格建立个人防护用品的培 训、发放、登记和使用管理制度，配备有效防护用具；在操 作间设置专用气防柜，按《氯气安全规程》（GB11984-89）
配备足够的过滤式防毒面具、正压式空气呼吸器和防化服等专用防护用品，同时应配置自救、急救药品；防护用品应定期检查，自救、急救药品应定期更换。 第六条生产、使用和储存氯气的作业场所，应设置醒目的警示标志和警示说明。警示说明应当注明氯气中毒的危害、后果、预防以及应急救治措施等内容；场所内设置洗眼、冲淋设备；装置高处设置风向标；液氯钢瓶存放处，应设中和吸收装置等事故处理的设施和工具。生产、使用和储存氯气的单位，应向有关职工提供氯气安全技术说明书。 第七条液氯储罐不得露天布置，至少保留一台空罐作为事故备用罐，进出储罐的管道应装双切断阀。 第八条储存、管输氯气和液氯系统的储罐、泵、仪表、管道、阀门等，应按规定选材。其周围地面，排液管道及基础应做防腐处理。同时加强设备维护保养，对易腐蚀的设备、电气、仪表、管道、阀门、法兰等部位，建立定期检测检查制度，并建立记录档案。 第九条生产、使用和储存氯气作业必须严格控制工艺指标和质量指标，杜绝违章操作。液氯中水含量不大于

气与氢气相混合达到爆炸极限,电解槽可能发生火灾爆炸。同时又由于装置中存在剧毒的氯气一旦发生火灾爆炸则可能会连带发生有毒气体的泄漏,后果将更加严重。 (2)管道输送系统爆炸危险。氯气总管含氢量大于0.5%,氯气液化后尾气含氢量大于4%,都有发生爆炸事故的可能。氢气管道出现负压,空气漏入,形成爆炸性混合气体。此外在液氯工段,由于三氯化氮的富集,也存在发生爆炸的危险。 (3)氯气液化和灌装的爆炸危险。氯气在液化时,由于氢气在氯气液化时的压力和温度下仍为气态,随着氯气液化量的增加,氢气在剩余中的含量随氯气液化量就相对增加,极易构成爆炸性混合物。 (4)氯气储存的爆炸危险。氯气储存设备在氯气干燥的条件下不会发生腐蚀,但是在含水量超过50ppm后,氯气就能够与水作用生成酸,对钢瓶或容器进行腐蚀,使储存设备穿
