是指政府按住房制度改革方案免除房地产的地价，按房屋的成本造价售给企业或符合条件的职工，带有福利性质的房屋。 13.微利商品房 与福利房不同在于不免地价，并有略高于房地产成本的微利，这类房屋由市政府主管单位筹资建设，用来解决企业职工住宅困难户，价格由政府确定，实行优惠价格政策。 14.经济适用房 经济适用房是面向中低收入家庭的普通住宅。 15.自建房（集资房）
